What is the basis for developing an industrial cluster development plan?

The basis for formulating the industrial cluster development plan is stipulated in Clause 3, Article 1 of Decree 66/2020/ND-CP. To be specific:

- Vietnam's industrial development strategy, and strategies for developing priority industrial sectors in the area;

- Socio-economic development orientation, regional planning, and technical and specialized sector planning in the area;

- The demand for land space to attract, relocate organizations, and individuals in the area for investment in production and business within industrial clusters;

- The capability to mobilize investment capital from enterprises, the state, and other legitimate sources to invest in constructing the technical infrastructure systems of the industrial clusters in the area;

- Requirements for environmental protection, efficient and economical use of land, and other local resources and assets.
