What is an Urban Area?
According to Clause 1, Article 3 of the Urban Planning Law 2009, the regulation on urban areas is as follows:
An urban area is a high-density populated area primarily engaged in non-agricultural economic activities, serving as a center for politics, administration, economy, culture, or specialized sectors, and playing a role in promoting the socio-economic development of the nation, a region, or a locality. It includes the inner city and suburban areas of a city, inner and outer areas of a district-level town, and commune-level town.
