What is a Permanent Market?

I work at the People's Committee, and there are often numerous regulatory documents regarding markets being built as permanent structures or semi-permanent structures, but I am not sure what constitutes a permanent market. Pursuant to Clause 3, Article 2 of Decree 02/2003/ND-CP on market development and management:

A permanent market is a market constructed to ensure a usage period of over 10 years.

A semi-permanent market is a market constructed to ensure a usage period from 5 to 10 years.

The above is the content regulation concerning permanent markets. For further understanding of this matter, you should refer to Decree 02/2003/ND-CP.
