What expenses are included in the maintenance of construction works in Vietnam?

Clause 3, Article 35 of Decree 06/2021/ND-CP stipulates the expenses for the maintenance of construction works in Vietnam:

a) Costs for performing annual routine maintenance, including: Preparing plans and annual budgets for the maintenance of construction works; costs for regular and periodic inspections of the works; costs for maintenance according to the annual maintenance plan of the works; costs for creating and operating a database on the maintenance of construction works; costs for preparing and managing maintenance records of construction works.

b) Costs for repairing works (periodic and unexpected), including costs for repairing construction components and costs for repairing project equipment according to the approved maintenance process of the construction works, and the case of needing supplementary or replacement of components, equipment to ensure proper functionality and safety of the works' usage.

c) Consultancy costs serving the maintenance of construction works, including: Preparing, verifying (if there is no maintenance process yet) or adjusting the maintenance process; quality assessment of the works for maintenance purposes (if any); monitoring works for maintenance purposes (if any); emergency inspections upon request (if any); periodic safety assessments of the works during operation and usage (if any); surveys for repair design purposes; preparation, verification of repair designs and cost estimates for maintenance; preparing bidding documents, request dossiers, and evaluating bid dossiers, proposal dossiers to select contractors; supervising repair works of construction, supervising repair of project equipment; performing other consultancy tasks.

d) Other costs, including necessary costs to carry out the maintenance process of construction works such as: auditing, verification for final approval; insurance of the works; assessment fees and other related costs.

dd) Management costs for maintenance by the owner or manager, user of the works.
