What are standards for ships and boats in order to ensure safety at construction sites in Vietnam?

Pursuant to Subsection 2.13.2 Section 2 of the National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with Circular 16/2021/TT-BXD stipulating standards for ships and boats in order to ensure safety at construction sites in Vietnam as follows:

2.13.2.1 Vessels and boats used for the transport of persons shall comply with the provisions of 2.13.1.15.

2.13.2.2 When using ships or boats to transport people:

a) Only those who are assigned tasks, have experience and are allowed to operate ships or boats for the transport of people as prescribed by law are allowed to drive ships or boats;

b) It is not allowed to transport a larger number of people than the total number of people or the allowable tonnage of the ship or boat; the number of people or the allowable load must be clearly marked and mounted in a conspicuous position on the ship or boat;

c) Sufficient buoys and other suitable life-saving appliances are to be available on board the ship and boat and they are to be arranged and maintained in accordance with regulations;

d) The employer must arrange a person to continuously supervise the transportation of people.

2.13.2.3 Vessels and towing boats shall have equipment for rapid release of the towline.

2.13.2.4 On board, electric boats must have suitable fire extinguishers.

2.13.2.5 A spare set of oars should be available on the right-handed rowing boat.

2.13.2.6 Vessels and boats in service of rescue must ensure their transport capacity in accordance with the established rescue plan and be of suitable size to ensure stability on the water surface. In tidal waters or with strong currents, ships and motorboats must have a starter device permanently mounted on the engine. When not using the ship, motorboat, must start the engine several times a day to make sure of their ability to operate.

What are standards for rescue when working underwater in order to ensure safety at construction sites in Vietnam?

Pursuant to Subsection 2.13.3 Section 2 of the National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with Circular 16/2021/TT-BXD stipulating standards for rescue when working underwater in order to ensure safety at construction sites in Vietnam as follows:

2.13.3.1 The employer is responsible for making a rescue plan in accordance with the law on rescue and must comply with and coordinate with the local authority in charge of rescue.

2.13.3.2 Workers working near or on water must be equipped with life jackets and/or other suitable buoyancy aids. Life jackets must be comfortable for the wearer to move, capable of lifting the person afloat and keeping their face up, protecting the body, being visible, not getting trapped in the water, and must have lights (when working at night or in weather conditions with limited visibility).

What are standards of underwater working time in order to ensure safety at construction sites in Vietnam?

Pursuant to Subsection 2.14.3 Section 2 of the National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with Circular 16/2021/TT-BXD stipulating standards of underwater working time in order to ensure safety at construction sites in Vietnam as follows:

2.14.3.1 It is the employer's responsibility to specify the time spent underwater and rest periods for divers in accordance with:

a) Health status (physical and mental) of each diver, underwater depth and pressure, capacity of equipment for working underwater;

b) Laws on occupations and jobs that are particularly arduous, toxic and dangerous, promulgated by competent agencies (the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Health).
