What are standards for pressure stations, machines and equipment in ensuring safety at construction sites in Vietnam?

At Section 2.6.10 Subsection 2.6 Section 2 National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with Circular 16/2021/TT-BXD on standards for pressure stations, machines and equipment in ensuring safety at construction sites as follows:

2.6.10.1 Stations, machines, pressure equipment and associated components must be inspected, tested and (or) tested for safety in accordance with QCVN 01:2008/BLDTBXH.

2.6.10.2 Only employees who are assigned tasks and conform to the regulations of QCVN 01:2008/BLDTBXH can operate boilers and pressure vessels.

2.6.10.3 The air compressor shall be:

a) Equipped with automatic devices to prevent exceeding the maximum safe discharge pressure;

b) Equip with quick release valve;

c) Arrange and arrange in reasonable positions to prevent pollution at places where people work and in confined spaces.

2.6.10.4 Air compressors in which explosive gas mixtures may form shall be protected against sparks.

2.6.10.5 The water-cooling unit for the cylinders of the air compressor shall be constructed so that the internal water flow can be easily observed.

2.6.10.6 Intercoolers and aftercoolers must be able to work safely with the maximum pressure in the exhaust manifold.

2.6.10.7 Air exhaust pipes of machines that generate high operating temperatures shall be equipped with:

a) Temperature controlled safety relief valve (a fusible plug);

b) Insulated cover to protect people from burns and prevent fire.

2.6.10.8 When there is a risk of fire or explosion due to the release of oily gas particles in the air, an oil separator shall be installed between the air compressor and the air receiving device (or component).

2.6.10.9 Shut-off valves installed in the air discharge piping shall comply with the following requirements:

a) In an easily accessible location for inspection and cleaning;

b) There must be at least one safety valve between the compressor and the shut-off valve.

2.6.10.10 Working components, including the speed controller, safety valve and oil separator, shall be inspected, cleaned and maintained in accordance with the manufacturer's instructions.

2.6.10.11 The gas receiving device (or part) shall:

a) Equipped with safety valve, pressure gauge and drain hose;

b) have suitable openings for inspection and cleaning;

c) Inspected, maintained, and tested at appropriate intervals and in accordance with the manufacturer's instructions.

2.6.10.12 The safe working pressure shall be marked in a recognizable color on the pressure gauge.

2.6.10.13 Where necessary, to prevent danger, a pressure relief valve and (or) shut-off valve shall be installed in the pipe connecting the air receiving unit and the air compressor.

2.6.10.14 Between the air receiving device and each device using compressed air, there must be a shut-off valve.

2.6.10.15 Cylinders that compress gas (including dissolved or liquefied gas), shall be properly constructed of safe materials, fitted with suitable safety devices, inspected, tested and (or) inspection, storage, transportation and use as specified.

What are generator standards in ensuring safety at construction sites in Vietnam?

At Section 2.6.13 Subsection 2.6 Section 2 National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with Circular 16/2021/TT-BXD regulating generator standards in ensuring safety at construction sites are as follows:

2.6.13.1 Generators must comply with the provisions of the law on electricity and QCVN 01:2020/BCT for safe and reliable operation.

NOTE: For detailed regulations on electrical safety, see 2.16.

2.6.13.2 The generator must have a rated capacity not lower than the expected maximum capacity of electricity use.

2.6.13.3 Generators must be placed inside the enclosed area, ensure adequate ventilation, correct technique and have anti-intrusion measures.

2.6.13.4 Generators must be equipped with independent overload protection and switching devices to prevent unexpected and remote starting while performing maintenance work.

2.6.13.5 The generator must be equipped with a silencer (to reduce noise) and an adequate exhaust pipe.

NOTE: The exhaust pipe must be at a reasonable position and height so that the exhaust fumes are far away and not blown back by the wind to the workplace of the workers.

2.6.13.6 When the generator is located near the accommodation of workers or existing structures inhabited by people, the generator must be placed in a secure room (chamber) or in a separate area in compliance with regulations regulations on environmental protection, OSH and electricity.
