What are standards for construction of piles in ensuring safety at construction sites in Vietnam?

In Section 2.12.1 Subsection 2.12 Section 2 National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with Circular 16/2021/TT-BXD regulations on standards for construction of piles in ensuring safety at construction sites is as follows:

2.12.1.1 Precautions must be taken to ensure safety for workers, paying special attention to the risks caused by: Falling into holes, holes in the ground or into the water; falling pile construction machinery and equipment; unsafe when transporting, lifting, lowering piles, transporting and installing steel cages, concreting bored piles; loss of electrical safety; loss of safety when working in adverse weather conditions; non-conforming personal protective means.

Note 1 to entry: For work related to the use of lifting and other equipment, see 2.4 and other relevant sections of this standard.

NOTE 2: Construction of piles on the water surface see the provisions of 2.12.4 and 2.13.

2.12.1.2 The construction of piles must be performed by trained workers, specialized in pile construction, under the supervision and coordination of competent persons.

NOTE: The authorized person is the construction manager of the contractor and (or) the construction supervisor of the investor (or the EPC general contractor).

2.12.1.3 Before the construction of piles, it is necessary to determine the location and take measures to protect the existing underground works (such as electricity, gas, water supply and drainage lines, communication). After lowering the piles (or having concreted bored piles), these underground works must be returned to ensure normal and safe use according to regulations.

2.12.1.4 Pile construction machines and equipment must be placed on a solid foundation, without excessive tilting or settlement according to the manufacturer's instructions.

Note 1 to entry: The foundation supporting the pile construction machines and equipment, depending on the actual conditions, can use the following solutions: Solid wood support or slab; thick steel plate; reinforced concrete slab; on a floating device (when driving piles on the water surface) or on solid ground and rock without settlement (fall).

Note 2 to entry: Platforms and foundations for equipment comply with the provisions of 2.3. Floating equipment used for construction on water see the regulations in 2.12.4 and 2.13.

2.12.1.5 Pile construction machinery and equipment must be protected and regularly monitored (such as arrangement of supervisors, fences or protective nets).

2.12.1.6 In case pile construction machines and equipment are located near or in dangerous areas of power transmission lines, preventive measures must be taken to ensure electrical safety in accordance with QCVN 01:2020/ BCT and regulations in 2.1.1.2.

2.12.1.7 In case there are many pile construction machines and equipment operating in the same area, they must be arranged, coordinated and controlled so that they do not collide with each other.

2.12.1.8 For pile lowering machine:

a) When the hammer rack (guide bar system) is required to be tilted, they must be fitted with a suitable counterweight and have a device (mechanism) to maintain the inclination and ensure anti-slip;

b) When an air hammer is used, the hoses and the air hammer must be securely suspended (linked) to prevent them from being ejected when the links are broken.

2.12.1.9 For hole drilling for piles using the hammer (heavy) method, the hammers must be securely suspended (linked) to prevent them from being ejected when the links are broken.

2.12.1.10 Appropriate measures must be taken to prevent the pile construction machinery and equipment from tipping over; Pay special attention to the case of pile construction machines and equipment working near pits and slopes.

2.12.1.11 Precautions must be taken to prevent the rope from slipping off the pulley or wheel on the top of the pile construction machine or equipment.

2.12.1.12 Measures to prevent falling and falling when lowering long piles, heavy sheet piles, retaining pipes, kingpost bars, long or heavy steel cages (for bored piles).

2.12.1.13 Appropriate measures shall be taken to prevent the driving hammer from deviating from the pile head when driving the pile.

2.12.1.14 When constructing piles, especially in densely populated areas, must comply with regulations on ensuring hygiene, environment and health for occupants in and adjacent to the construction site as prescribed in Clause 2 of this Article. 2.1.3.

2.12.1.15 Piles constructed by drilling method must fully comply with the provisions of 2.12.

What are operating standards for pile construction machinery and equipment to ensure safety at construction sites in Vietnam?

In Section 2.12.3 Subsection 2.12 Section 2 National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with Circular 16/2021/TT-BXD regulations on operating standards for pile construction machinery and equipment to ensure safety at construction sites is as follows:

2.12.3.1 The works of lowering piles, constructing bored piles (lowering the retaining pipe, kingpost bar, steel cages; lowering or removing the pour pipe and pouring concrete when constructing bored piles) must be managed and coordinated with the appropriate signals.

2.12.3.2 Workers working near pile construction machines and equipment must have hearing protection, helmets or hard hats and other industrial protection equipment suitable to the requirements of the job and the conditions of the construction site. 

NOTE: Workers are required to have hearing protection when working near the pile driver or in a position with a sound pressure level of 85 dBA or more according to the regulations of QCVN 24:2016/BYT.

2.12.3.3 Except in case of force majeure, piles must be arranged at positions far from the machine, pile lowering equipment a minimum distance equal to 02 (two) times the length of the longest pile.

2.12.3.4 When lowering the inclined pile, the pile must be placed on the guide device.

2.12.3.5 When the machine, pile lowering (or drilling) equipment is not in use, the hammer (or drill bucket) must be locked at the lowest position (bottom of the hammer rack or drill rod) and there must be protective measures of safety to avoid collisions for workers.
