What are standards for concrete construction machines and equipment in ensuring safety at construction sites in Vietnam?

In Section 2.6.9 Subsection 2.6 Section 2 National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with Circular 16/2021/TT-BXD on regulations on concrete construction machines and equipment in ensuring safety at construction sites are as follows:

2.6.9.1 For large concrete mixers, there must be a protective barrier around to prevent pedestrians from passing under the mixer when it is raised.

2.6.9.2 For large hopper mouths, troughs or barrels of concrete mixers with mixing wings, a steel safety cover with holes (grating plate) must be arranged to prevent people from falling or falling.

2.6.9.3 In addition to a brake to stop the mixing operation, there must be a device to securely hold the mixer tank (or concrete batching plant) in place when it is raised.

2.6.9.4 Before cleaning the mixing tank of the machine (or concrete batching plant), must lock the switch to open the discharge door, disconnect the power and take all precautions to ensure safety for the workers inside the mixing tank.

2.6.9.5 When using a bucket (or hopper) to pour concrete by crane or by aerial cable, the dump bucket must be kept away from other objects in the surrounding area to be poured. (e.g. guard huts, other equipment on site or housing near the construction site) to avoid the risk of falling buckets or concrete.

2.6.9.6 Dumping buckets (pumps) containing concrete must be moved to the pouring site by suitable means.

2.6.9.7 Dumping buckets (dump hoppers) held and transported by crane and overhead slings must be suspended by safety hooks (compliance with regulations for lifting attachments).

2.6.9.8 When the concrete is discharged from the pouring bucket (pouring hopper), workers must stand in a position outside the range of vibration of the pouring bucket (pouring hopper).

2.6.9.9 Concrete mixing tower, hopper support column or concrete conveying conveyor must:

a) Installed by an authorized person;

NOTE: The authorized person is the technical staff of the concrete manufacturer (suppliers) or the person who erects the construction machinery and equipment of the contractor.

b) Be checked by the manager of the construction machinery and equipment of the contractor, the concrete manufacturer (suppliers) daily and before each shift, confirming the safety conditions for operation.

2.6.9.10 The winch (or crane) to lift (or pull) the hopper (or hopper) must be positioned so that the operator can clearly observe all concrete pouring (concreting) stages into the bucket, lift the scissors, pour the concrete out, and lower the bucket). When the operator of the winch (or crane) cannot observe one of the above stages, it is imperative to arrange a dispatcher to assist and guide.

2.6.9.11 If the winch (or crane) operator and the dispatcher cannot see the hopper (dump hopper), a means (or device) must be provided to indicate the location of the dumping hopper (dump).

2.6.9.12 Container guides in a concrete mixing tower (station) must be correctly aligned and maintained according to the manufacturer's instructions to prevent the container from becoming trapped in the mixing tower.

2.6.9.13 Scaffolding supporting the pumped concrete pipe must be able to support the pouring pipe when filled with concrete together with all workers on the scaffold, with a safety factor of at least 4 (four).

NOTE: Scaffolding requirements are specified in 2.2.

2.6.9.14 Concrete pump pipe must:

a) Anchored, firmly held at the ends and at the inflection points;

b) Equipped with an air release valve near the top of the pipe;

c) There is a bolted tightening ring or equivalent attached to the pump nozzle.

In Section 2.6.11 Subsection 2.6 Section 2 National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with Circular 16/2021/TT-BXD regulations on conveyors and screws in ensuring safety at construction sites as follows:

2.6.11.1 Conveyors and screw conveyors must be manufactured and installed to avoid collisions between fixed and moving parts or between objects.

2.6.11.2 When the conveyor is not completely enclosed and is arranged to pass through the areas under which people work or move, there must be safety support plates (or protective nets) to prevent objects whether fall. In addition, protective barriers (intrusion prevention) must be installed at suitable locations, at the diversion position or at the transfer station of the conveyor system. Equipment and switches for emergency stop of conveyors must be located in a convenient location so that the operator (or person assigned to monitor the operation) can quickly and easily access.

2.6.11.3 Electric conveyors and screws must be installed at the following locations: Load receiving stations; start and end points, drive points, guide points, push points, lift points and other necessary positions.

NOTE To prevent danger, an emergency stop device should be installed.

2.6.11.4 When there are multiple conveyors and screw conveyors working at the same time, the control devices must be designed so that if one conveyor belt or screw is stopped working, other conveyors and screws cannot be supplied for it.

2.6.11.5 The load screw must always be covered with a cover and it is not allowed to remove the cap until the screw has not stopped working and the engine has not been turned off.

2.6.11.6 When a conveyor, feed screw is discharging (transferring) the load to a container or hopper, there shall be a regulating device to prevent overloading.
