What are responsibilities of the Ministry of Construction in planning and sustainable urban development in Vietnam to 2030, with a vision to 2045?
Pursuant to Subsection 2, Section III of the Government's Action Program to implement Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of urban areas in Vietnam to 2030, vision to 2045 issued together with Resolution 148/NQ-CP in 2022 stipulating responsibilities of the Ministry of Construction in planning and sustainable urban development in Vietnam to 2030, with a vision to 2045 as follows:
- Act as the focal point to coordinate with ministries, branches and localities, synthesize proposals, develop a National Program on construction, renovation, embellishment, urban reconstruction and urban development, and report to the Prime Minister on the need for central support to fulfill the urban development targets and targets set out in Resolution No. 06-NQ/TW, in coordination with the Ministry of Planning and Investment, the Ministry of Finance, the Ministry of Finance and localities in arranging and mobilizing to attract and diversify resources to unify investment implementation with key focus, ensuring the achievement of the goals set out in the Action Program.
- Assume the prime responsibility for, and coordinate with ministries, branches and localities in, coordinating, inspecting, urging and supervising the implementation of targets as required by Resolution No. 06-NQ/TW in provinces and cities; assume the prime responsibility for guiding localities to implement the Action Program, synthesize recommendations and proposals to report to competent authorities; focal point for organizing research, summarizing theory and practice, fostering, training and guiding measures to organize the implementation of tasks and solutions of Resolution No. 06-NQ/TW; periodically report and propose to the Prime Minister on necessary measures to ensure the implementation of national urban development targets in each period to 2025 and 2030.
What are responsibilities of the Ministry of Planning and Investment in organizing the implementation of planning and sustainable urban development in Vietnam to 2030, with a vision to 2045?
Pursuant to Subsection 3, Section III of the Government's Action Program to implement Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of urban areas in Vietnam to 2030, vision to 2045 issued together with Resolution 148/NQ-CP in 2022 stipulating responsibilities of the Ministry of Planning and Investment in organizing the implementation of planning and sustainable urban development in Vietnam to 2030, with a vision to 2045 as follows:
- Assume the prime responsibility for formulating the total level and balance of development investment capital under the state budget; develop orientations for attraction and use of ODA and concessional loans; guide the governing agencies to develop a list of priority programs and projects to mobilize ODA and concessional loans, and prioritize allocating sufficient resources for the implementation of the Action Program's objectives.
- Direct the organization of periodic national surveys and statistics on the implementation of specific targets as required in Resolution No. 06-NQ/TW.
