What are regulations on training for staff at all levels in new rural construction in the period of 2021-2025 within the scope of Ministry of Agriculture and Rural Development of Vietnam?
Pursuant to Article 27 of the Circular 05/2022/TT-BNNPTNT stipulating training and retraining to improve capacity, transform awareness and thinking for staff working in new rural construction at all levels, especially the grassroots staff as follows:
1. Content of training and retraining
a) The topics in the training and retraining program promulgated by the Ministry of Agriculture and Rural Development and relevant ministries and central agencies;
b) New contents in new rural construction in the period of 2021-2025.
2. Subjects of training and retraining
a) The contingent of cadres engaged in the construction of new rural areas at all levels (central, provincial, district, commune, etc), including officials of socio-political organizations; give priority to training and fostering for cadres in communes with special difficulties, mountainous, coastal and island areas, ethnic minority areas;
b) Managers, researchers, and teachers of research institutes and universities; staff of media agencies (newspapers, radio stations, television, etc).
3. Form of implementation:
a) Training and fostering in face-to-face or online courses;
b) Visiting and learning experiences in other localities;
c) Visiting and learning experiences in foreign countries.
4. Ministries, central and local agencies (provincial and district levels) develop and implement training and retraining plans according to needs and actual conditions in each locality.
What are regulations on raising awareness and transforming people's and community's thinking about agricultural economic development and new rural construction in the 2021-2025 period under the scope of Ministry of Agriculture and Rural Development of Vietnam?
Pursuant to Article 28 of the Circular 05/2022/TT-BNNPTNT stipulating raising awareness and transforming people's and community's thinking about agricultural economic development and new rural construction as follows:
1. Main content of training
a) Thematic training and retraining contents are promulgated by the Ministry of Agriculture and Rural Development;
b) Transform from thinking of agricultural production to thinking of agricultural economy, link production with the market, meet the needs of the market and protecting the environment;
c) Develop agriculture in the direction of commodity production based on high-tech application, ecological agriculture, organic agriculture, circular agriculture, and smart agriculture; favorable agriculture;
d) Build a model of linkage and cooperation in agricultural production and business, rural economic development model in the direction of integrating multi-values (economic, cultural, and environmental) in deploying new rural construction;
dd) The contents of new rural construction according to the needs and practical conditions of each locality shall be approved by the competent authority.
2. Subjects of training
a) Secretary of the village cell, village head; heads of unions in the village; members of the Village Development Board and the Community Monitoring Board;
b) Officials of agricultural cooperatives; heads of agricultural cooperative groups; agricultural ranchers; community agricultural extension team;
c) Typical farmers in the area.
d) Other individuals and organizations in need (enterprises, banks, non-governmental organizations, directors of cooperatives, farm owners, farmer households with good production and business, etc).
3. Form of training
a) Training in face-to-face or online courses;
b) Discussion sessions, exchange of experiences;
c) Visiting, learning experiences in other localities.
4. Localities actively develop and implement specific training plans according to their needs and actual conditions in each locality.
What are regulations on concentrating information and communication on new rural construction in the period of 2021-2025 within the scope of Ministry of Agriculture and Rural Development of Vietnam?
Pursuant to Clause 1 Article 29 of the Circular 05/2022/TT-BNNPTNT stipulating as follows:
1. Concentrating information and communication on new rural construction:
a) The key objectives, tasks and solutions of the New Rural Development Program in order to concretize the Resolution of the 13th National Congress of the Party and the Resolution of the 5th Conference of the Executive Committee of the Executive Committee. The 13th Party Central Committee on agriculture, farmers and rural areas, especially new contents, aiming at the effectiveness, quality and sustainability of the New Rural Development Program, focusing on capacity building and improving quality of life and knowledge of rural people;
b) Models and ways of changing thinking about rural economic development in the direction from agricultural production to agricultural economy, developing value chains in the direction of circular economy, promoting multi-value of agriculture, rural areas, sustainable development, responsible, climate change adaptation, ecological agriculture, organic agriculture; developing rural tourism in association with preserving and promoting good cultural values; propagating and disseminating regulations on standards, regulations, conditions to ensure food safety, intellectual property, traceability, packaging, labels, product information to production facilities, food business.
