What are regulations on the use of materials in ensuring safety at construction sites in Vietnam?
Pursuant to Section 2.2.2 of the National technical regulation on safety in construction QCVN 18:2021/BXD stipulating the use of materials in ensuring safety at construction sites in Vietnam as follows:
2.2.2.1 Materials used to manufacture and erect scaffolding must be of quality and conformable materials specified in 2.1.1.5.
2.2.2.2 Wood (sticks, trees, planks) and other non-metallic materials used to make scaffolding must be straight, hard and free from defects (worms, rot, holes, cracks) that may affect the force-resistance of scaffolding.
2.2.2.3 Do not use defective fasteners (wires exposed to acids, other corrosive substances, damaged or defective ropes) on scaffolding. Fasteners, tensioning (tightening) belts used in scaffolding of wood and other non-metallic materials shall be tested for force-resistance and in accordance with the design requirements or applicable standards of the relevant materials and shall be approved by the authorized person.
NOTE: Competent person specified in 2.2.1.6.
2.2.2.4 Planks used for scaffolding must be protected against cracking and splitting.
2.2.2.5 Ladders and boards used in scaffolding must not be covered with paint to cover the surface so that any defects can be detected visually.
2.2.2.6 Scaffolding materials must be stored separately and stored under suitable conditions so as not to affect the quality.
2.2.2.7 Scaffolding rods, pipes, connecting pipes and accessories of metal pipe scaffolding must:
a) Use materials that ensure quality and conform to applicable standards;
b) Not damaged or deformed;
c) Corrosion protected with suitable substances.
2.2.2.8 Connecting pipes shall be made of heat-hardened steel or equivalent material and shall be installed so as not to cause deformation of the spears and rods.
2.2.2.9 Scaffolding tubes must be straight and the cross section of the pipe ends must be perpendicular to the pipe axis. Do not use broken, cracked, deformed or corroded spear pipes.
2.2.2.10 Steel scaffold tubes (bars) and other alloy scaffold tubes (bars) must not be used simultaneously in the same scaffolding or scaffolding system.
What are regulations on inspection, supervision and maintenance in safety at construction sites in Vietnam?
Pursuant to Section 2.2.2 of the National technical regulation on safety in construction QCVN 18:2021/BXD stipulating the use of materials in ensuring safety at construction sites in Vietnam as follows:
2.2.4.1 Scaffolding must be inspected and the test results recorded in writing (possibly with pictures) by an authorized person at the following times:
a) Before the scaffold is put into use;
b) Periodically during use as follows:
- At least 07 days for metal scaffolding;
- At least 01 day for hanging and climbing scaffolding;
- Minimum 12 hours for non-metallic scaffolds.
c) After the scaffolding is changed, damaged during use or after an earthquake, storm, tornado, heavy rain occurs for many days or any other thing that is likely to affect the durability and stability of the scaffolding. scaffolding (such as due to the impact of lifting objects, machines, construction equipment or other impact).
NOTE: The competent person is the construction manager or the contractor's occupational safety and health manager and must be trained in labor safety and use of scaffolding.
2.2.4.2 The inspection according to 2.2.4.1 aims to ensure that the scaffolding has used quality materials, the right type and is erected in accordance with regulations, there are adequate measures to ensure safety and prevent accidents to happen.
2.2.4.3 It is not allowed to adjust, change the way of erecting scaffolding compared to the approved design or dismantle the scaffolding without the approval, inspection and supervision of the competent person.
NOTE: Competent person specified in 2.2.4.1.
2.2.4.4 Scaffolding must be maintained in good, suitable working condition; Scaffolding parts must be kept in place and ensure that no parts are replaced during use.
2.2.4.5 It is not allowed to dismantle part of the scaffolding and continue using the rest. In case it is necessary to use the rest, it must be calculated and checked to ensure safety in use.
