What are regulations on the implementation of the New Rural Development Program in the 2021-2025 period under the scope of the Ministry of Agricultural and Rural Development of Vietnam?

Pursuant to Article 23 of the Circular 05/2022/TT-BNNPTNT stipulating implementation of the New Rural Development Program as follows:

1. Responsibility for organizing the evaluation of the implementation of the New Rural Construction Program

a) The Ministry of Agriculture and Rural Development, the agency in charge of the components of the New Rural Construction Program shall be responsible for organizing the evaluation of the New Rural Construction Program according to the contents specified in Clause 3 of this Article, and sending to the Ministry of Planning and Investment and the Ministry of Finance;

b) People's Committees at all levels are responsible for organizing the evaluation of the new rural construction program within the scope of their respective management according to the contents specified in Clause 3 of this Article.

2. The order of carrying out the evaluation of the new rural construction program

a) Prepare and submit the evaluation plan;

b) Establish an audit team (if any), hire an evaluation consultant (if any);

c) Notify the audit plan and request the preparation of documents serving the assessment;

d) Prepare detailed assessment plan;

dd) Collect and analyze data;

e) Report the results of the assessment;

g) Notify assessment results.

3. Contents of assessment of the new rural construction program shall comply with the provisions of Article 31, Chapter VII of Decree No. 27/2022/ND-CP.

What are regulations on building a monitoring and management system for the New Rural Development Program in the 2021-2025 period under the scope of the Ministry of Agricultural and Rural Development of Vietnam?

Pursuant to Article 24 of the Circular 05/2022/TT-BNNPTNT stipulating building a monitoring and management system to meet the requirements of Program management, especially building a monitoring system through digital maps and the database as follows:

1. Build a synchronous and comprehensive monitoring and evaluation system to meet the requirements of Program management: Comply with the provisions of Clauses 1 and 2, Article 32, Chapter VII of Decree No. 27/2022/ND-CP.

2. Build a monitoring system through digital maps and databases:

The Ministry of Agriculture and Rural Development shall coordinate with ministries and central agencies in presiding over the components of building a monitoring system for the implementation of the New Rural Development Program through digital maps and databases.

What are regulations on organization of assessment and decision to recognize commune, district and province level as meeting new rural standards under the scope of the Ministry of Agricultural and Rural Development of Vietnam?

Pursuant to Article 25 of the Circular 05/2022/TT-BNNPTNT stipulating organization of assessment and decision to recognize commune, district and province level as meeting new rural standards as follows:

Comply with the Prime Minister's Decision promulgating regulations on conditions, order, procedures and dossiers for consideration, recognition, announcement and withdrawal of decisions on recognition of localities as meeting new rural standards, meet the new enhanced rural standards, meet the new model rural standards and complete the task of building new rural areas in the 2021-2025 period.

What are regulations on replication of modern security surveillance model and community supervision of the New Rural Development Program in the 2021-2025 period under the scope of the Ministry of Agricultural and Rural Development of Vietnam?

Pursuant to Article 26 of the Circular 05/2022/TT-BNNPTNT stipulating replication of modern security surveillance model and community supervision of the New Rural Development Program as follows:

1. Pilot and replicate the modern security surveillance model and community supervision in association with the implementation of the Digital Transformation Program in building new rural areas, towards a smart new rural area in the 2021-2025 period and Program to improve the quality and efficiency of implementing security and order criteria in new rural construction in the 2021 - 2025 period according to the Decision approved by the Prime Minister and relevant guiding documents.

2. Community supervision for the new rural construction program: Comply with the provisions of Article 33 Chapter VII of Decree No. 27/2022/ND-CP.
