Pursuant to Subsection 2.b, Section II of the Government's Action Program to implement Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of urban areas in Vietnam to 2030, vision to 2045 issued together with Resolution 148/NQ-CP in 2022 stipulating task 2 in improving the quality of planning and management of sustainable urban development planning in Vietnam as follows:

Review, adjust or make, appraise and approve general planning, zoning planning, architectural management regulations.

- Implementation content: By 2025, complete the review and cover the general planning in existing and new urban areas; medium and large cities all have architectural management regulations approved by competent authorities. By 2030, at least cover the zoning planning of central areas, areas to be developed and areas to be established new urban administrative units (districts, wards). Continue to complete the establishment and approval of regulations on management of urban architecture in urban areas nationwide; pay attention to and promote the formulation and approval of underground space planning at least in centrally run cities.

- Executing agency: Prime Minister, Ministry of Construction, People's Committees of provinces and central-affiliated cities according to their responsibilities and authority prescribed by law.

Pursuant to Subsection 2.c, Section II of the Government's Action Program to implement Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of urban areas in Vietnam to 2030, vision to 2045 issued together with Resolution 148/NQ-CP in 2022 stipulating task 3 in improving the quality of planning and management of sustainable urban development planning in Vietnam as follows:

Summarize and evaluate the model of the Steering Committee for Planning and Construction Investment in the Hanoi Capital region and the Ho Chi Minh City region and the model of organizing and coordinating the development of key economic regions; propose an appropriate urban area management model for the period 2022 - 2030.

- Implementation content: Report and propose to the Prime Minister on summarizing and evaluating the model of the Steering Committee for planning and construction investment in the Hanoi Capital region, the Ho Chi Minh City region and the organizational model. coordinating organization for the development of key economic regions. Propose model of urban area management.

- Implementing agencies:

+ The Ministry of Construction shall assume the prime responsibility for summarizing and evaluating the model of the Steering Committee for the implementation of planning and construction investment in the Hanoi Capital region.

+ The Ministry of Planning and Investment shall assume the prime responsibility for summarizing the model of coordinating organization for the development of key economic regions in the period 2015 - 2020; propose a model of urban area management in the period of 2022 - 2030 in accordance with regional plans approved by competent authorities.

Pursuant to Subsection 2.d, Section II of the Government's Action Program to implement Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of urban areas in Vietnam to 2030, vision to 2045 issued together with Resolution 148/NQ-CP in 2022 stipulating task 4 in improving the quality of planning and management of sustainable urban development planning in Vietnam as follows:

Organize the formulation of master plans for administrative units at all levels for the period to 2030, with a vision to 2045.

- Implementation content: By the fourth quarter of 2025, complete the organization of the formulation of the master plan of administrative units at all levels for the period up to 2030, with a vision to 2045 to ensure synchronous compatibility between the master plan administrative units and urban and rural system planning.

- Implementing agency: The Ministry of Home Affairs shall assume the prime responsibility for, and coordinate with the Ministry of Construction, the Government Office, the Ministry of Natural Resources and Environment and relevant agencies.
