Pursuant to Section 2.1.4 of the National technical regulation on safety in construction QCVN 18:2021/BXD stipulating prevention of falling objects in ensuring safety at construction sites in Vietnam as follows:

2.1.4.1 Safety control for dangerous areas, where objects may fall as mentioned at point h of 2.1.1.3, point b of 2.1.1.4, must comply with regulations in 2.1.1.2.

Pursuant to Section 2.1.6 of the National technical regulation on safety in construction QCVN 18:2021/BXD stipulating prevention of building collapse in ensuring safety at construction sites in Vietnam as follows:

2.1.6.1 Before continuing the construction of the works after stopping the construction or carrying out the maintenance, repair, upgrading, expansion, dismantling or demolition of the existing works, a review must be carried out and safety measures to prevent partial or total collapse of the works shall be taken, including:

a) Survey and assess structural safety (evaluate quality skills) of construction parts and works. If the structural safety assessment results show that there is a risk of collapse, temporary support work must be performed according to the provisions of 2.3;

Note 1: For works to be continued construction after the construction stoppage period, the investor, the construction supervisor of the investor (or the EPC general contractor), the design contractor and the employer responsible for structural safety assessment for components, structural parts, finished work parts of the work. Pursuant to Section 2.1.7 of the National technical regulation on safety in construction QCVN 18:2021/BXD stipulating prevention of unauthorized access in ensuring safety at construction sites in Vietnam as follows:

2.1.7.1 The construction site must be fenced to prevent unauthorized entry. In case the construction site is located in a remote or remote area, a warning sign forbidding entry may be used, but a person must be assigned to guard, warn and control entry and exit.

NOTE: In order to ensure safety for people outside the construction site, it is necessary to define a dangerous area for fencing according to the provisions of 2.1.1.2 to 2.1.1.4.

2.1.7.2 Do not allow unauthorized persons to enter the construction site (including the temporary accommodation area in the construction site). In case people come to work or visit the construction site, they can only go to the approved places, use appropriate industrial safety equipment, comply with the site rules and instructions of the competent person.

NOTE: The competent person is the person assigned by the investor or the employer to perform the safety inspection task for the people who come to work (or visit) and the security of the construction site.
