What are regulations on improvement of environmental quality in new rural construction in the period of 2021-2025 under the scope of Ministry of Agriculture and Rural Development of Vietnam?

Pursuant to Article 17 of the Circular 05/2022/TT-BNNPTNT stipulating improvement of environmental quality as follows:

Implement regulations on collection, recycling and reuse of wastes; collect and process packages of plant protection drugs and veterinary drugs after use; plastic waste management in agricultural, forestry and fishery production activities, in issued documents, including: Decree No. 08/2022/ND-CP dated January 10, 2022 detailing a number of articles of the Law on Environmental Protection; Directive No. 33/CT-TTg dated August 20, 2020 of the Prime Minister on strengthening management, reuse, recycling, treatment and reduction of plastic waste; Directive No. 41/CT-TTg dated December 1, 2020 of the Prime Minister on a number of urgent solutions to strengthen solid waste management; Circular No. 12/2021/TT-BNNPTNT dated October 26, 2021 guiding the collection and treatment of livestock waste and reused agricultural by-products for other purposes; Circular No. 19/2019/TT-BNNPTNT dated November 15, 2019 regulating the collection, treatment and use of crop by-products; Joint Circular No. 05/2016/TTLT-BNNPTNT-BTNMT dated May 16, 2016 of the Ministry of Agriculture and Rural Development and the Ministry of Natural Resources and Environment guiding the collection, transportation and treatment of drug packages post-use plant protection and Decision No. 687/QD-BNN-TCTS dated February 5, 2021 on approving the "Action plan for marine plastic waste management in the fisheries sector for the period 2020-2030" and other related manuals.

What are regulations on rural green tree development in new rural construction in the period of 2021-2025 under the scope of Ministry of Agriculture and Rural Development of Vietnam?

Pursuant to Article 18 of the Circular 05/2022/TT-BNNPTNT stipulating the development of rural green trees; preserving and building the landscape; Building a model residential area as follows:

1. Make plans on preserving and building rural landscapes to ensure compliance with requirements on rural architecture in accordance with the provisions of the Law on Architecture and the local Regulation on management of architecture of rural residential quarters.

2. Preserve and build living space, cultural space suitable to natural conditions, living habits, fine customs and traditions of ethnic communities in the area.

3. Planting scattered trees (wooden trees) in places where conditions permit (along traffic routes, offices, schools, public works, etc), comply with the provisions of Point 1.c Clause III, Article 1 of the Prime Minister's Decision No. 524/QD-TTg dated April 1, 2021 approving the Project on planting one billion trees in the 2021-2025 period.

4. Plant flowers, ornamental plants and other types of green trees in places where conditions are favorable and suitable to the typical ecological characteristics of each locality.

5. Build and replicate models of bright - green - clean - beautiful and safe villages and hamlets (with electric lighting system along the roads; ensure environmental sanitation conditions; ensure 3 cleanliness; green fence; green, clean and beautiful landscape; space suitable to local cultural traditions).

6. Build a model residential area in at least one of the most prominent fields (production, education, culture, community tourism, landscape and environment, security and order) local characteristics.

7. Build and renovate ecological ponds and lakes in residential areas; For ponds and lakes available in the locality, it is necessary to regularly dredge mud, destroy insects that cause infectious diseases, and change water (if contaminated).

What are regulations on ensuring environmental sanitation at livestock and aquaculture establishments in the period of 2021-2025 under the scope of Ministry of Agriculture and Rural Development of Vietnam?

Pursuant to Article 19 of the Circular 05/2022/TT-BNNPTNT stipulating regulations on ensuring environmental sanitation at livestock and aquaculture establishments as follows:

1. Ensure environmental hygiene at livestock establishments

a) Requirements for stables: Arrange disinfection pits for people entering and leaving the breeding area, disinfectants must be added or changed daily; periodically clean, disinfect and disinfect the barn and around the breeding area; waste collection and treatment, sewage drainage from the livestock barn to the waste treatment area must be sealed;

b) Requirements for food, drinking water and hygiene in livestock production: Use feed of clear origin, not damaged, moldy and with expiry date, ensuring quality and safety; water sources used for livestock must meet QCVN 01 - 39: 2011/BNNPTNT dated May 6, 2011 of the Ministry of Agriculture and Rural Development; Sanitize feeders and drinkers daily. Equipment, tools and means of service in animal husbandry must be disinfected regularly;

c) Requirements on livestock waste treatment: Comply with the provisions of Article 5, Circular 12/2021/TT-BNN&PTNT dated October 26, 2021 of the Ministry of Agriculture and Rural Development guiding the collection and treatment of livestock waste, agricultural by-products to be reused for other purposes.

2. Ensure environmental sanitation at aquaculture establishments: Meeting the provisions of the law on environmental protection, veterinary medicine and occupational safety as prescribed in Decree No. 26/2019/ND- CP dated March 8, 2019 of the Government detailing a number of articles and measures to implement the Fisheries Law and comply with current QCVN on conditions to ensure veterinary hygiene, environmental protection and food safety for aquaculture establishments.
