What are regulations on effectively building and developing concentrated material areas in new rural construction in the 2021-2025 period within the scope of the Ministry of Agriculture and Rural Development of Vietnam?

Pursuant to Clause 2 Article 10 of the Circular 05/2022/TT-BNNPTNT stipulating effectively building and developing concentrated material areas as follows:

2. Effectively building and developing concentrated raw material zones

a) Support the establishment, consolidation and development of cooperative organizations of farmers (cooperative groups, cooperatives, associations, industry associations) in the raw material areas;

b) Support the implementation of agricultural extension and transfer of science and technology, develop the model of community agricultural extension groups under the guidance of the Ministry of Agriculture and Rural Development;

c) Support policy contents of cooperation, association and development of contracts to link the chain of agricultural products in accordance with the provisions of Decree No. 98/2018/ND-CP dated July 5, 2018 of the Government on policies to encourage the development of cooperation and association in the production and consumption of agricultural products and according to the provisions of Article 21 of Decree No. 27/2022/ND-CP;

d) Support public services in the raw material area such as: granting codes of growing areas, farming areas, traceability of products; certifying and certifying standards, quality standards, and specific product labels (OCOP, ecological, organic, etc.) for agricultural products; Provide weather and market information, trade;

dd) Prioritize digital transformation activities in raw material areas such as: Building digital agricultural maps (land, weather, climate, distribution of crops, varieties, biodiversity, etc); map production plans, crop rotation, crop distribution according to consumption and processing capacity; product traceability; environmental monitoring (soil, water, etc);

e) Encourage the synchronous application of machines, equipment and technologies between agricultural production stages with trained human resources, ensuring occupational safety and health, technical infrastructure and appropriate agricultural production, including construction and development of synchronous mechanization projects in agriculture and regional mechanization center projects, complying with the provisions of current laws and other relevant documents;

g) Train to improve capacity, knowledge and skills for state management officials, enterprises, groups, groups, cooperatives and farmer households participating in raw material areas;

h) Information and communication of guidelines and policies on development of raw material areas, visits to exchange experiences; organize forums, seminars, handbooks, leaflets, manuals, etc. to manage and develop material areas;

i) Organize trade promotion activities, investment promotion, farmers' market; connecte consumption, develope markets for agricultural and rural products; build an electronic information page (website) to introduce and promote products; establish and operate an electronic portal connecting trade in raw material areas;

k) Organize conferences, seminars, inspecting and evaluating the effective construction and development of concentrated raw material areas, synchronous mechanization, improving the processing and preservation capacity of agricultural products in the chain values ​​associated with quality standards and area codes of raw materials; apply high technology in modern agricultural production, transform production structure contributing to promoting digital transformation in agriculture.

Pursuant to Article 11 of the Circular 05/2022/TT-BNNPTNT stipulating effectively implementing policies on investment in forest protection and development, policies on payment for forest environmental services as follows:

1. Continue to effectively implement policies on investment in forest protection and development, and policies on payment for forest environmental services.

Implement the contents specified in Decree No. 156/2018/ND-CP dated November 16, 2018 of the Government detailing the implementation of a number of articles of the Law on Forestry; Decree No. 83/2020/ND-CP dated July 15, 2020 of the Government amending and supplementing a number of articles of Decree No. 156/2018/ND-CP dated November 16, 2018; Decree No. 75/2015/ND-CP dated September 9, 2015 of the Government on forest protection and development policies in association with sustainable poverty reduction and support for ethnic minorities and guiding documents relate to.

2. Sustainable forestry development in the period of 2021 - 2025

Comply with the contents specified in Decision No. 809/QD-TTg dated July 12, 2022 of the Prime Minister approving the Sustainable Forestry Development Program for the period of 2021 - 2025, guidance of the Ministry of Agriculture and Rural Development and related guiding documents.

What are regulations on developing rural occupations in new rural construction in the 2021-2025 period within the scope of the Ministry of Agriculture and Rural Development of Vietnam?

Pursuant to Clause 1 Article 12 of the Circular 05/2022/TT-BNNPTNT stipulating developing rural occupations in new rural construction as follows:

1. Rural industry development

Comply with the contents specified in Decree No. 52/2018/ND-CP and guiding documents, focusing on the following contents:

a) Develop models for rural industry development; preserving and developing Vietnamese craft villages; give priority to building models of conservation and development of traditional craft villages associated with tourism, development of handicraft products associated with tourism and export;

b) Organize annual contest of Vietnamese handicraft products;

c) Develop criteria to evaluate the activities of craft villages; develop criteria and guidelines for the recognition, development and honor of artisans and skilled craftsmen in the village;

d) Organize vocational training for laborers in craft villages; build a map of the number of craft villages in Vietnam; digital transformation in the field of rural industries; update information and database on craft villages; propaganda to raise awareness of production associated with environmental protection in craft villages; making documentary films on the production of products of rural industries; developing product designs, promoting the trade of rural products and industries to promote rural tourism development;

dd) Build a website to introduce products and sell online; product design, packaging design; branding, geographical indications of origin of goods, protection of trademarks.
