What are regulations on crane of the lifting equipment in safety assurance at construction sites in Vietnam?

At Section 2.4.5 Subsection 2.4 Section 2 National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with Circular 16/2021/TT-BXD cranes of the lifting equipment in safety assurance at construction sites are regulated as follows:

2.4.5.1 For cranes with overhead cabins, tower crane operators must comply with the provisions of 2.4.1.11.1 and must be trained and trained to work at height.

2.4.5.2 The selection of tower crane must be based on the technical characteristics of existing cranes, operating requirements, and characteristics of the construction site to decide on the most suitable type of tower crane.

2.4.5.3 Wind action must be taken into account in cases where cranes are erected, in service and not in service.

2.4.5.4 The foundation or foundation supporting the tower crane (including for the rail of the mobile tower crane) must be flat and must be calculated and designed, ensuring the ability to bear the load transmitted from the tower crane and suitable with the manufacturer's requirements.

2.4.5.5 cranes must be installed at a safe distance from excavation pits, rivers, ditches and trenches. Rail travel cranes should only be operated on slopes within the limits specified in the manufacturer's instructions.

NOTE The safety distance is the distance that ensures the stability of the tower crane foundation and should be determined through calculations and experience under similar conditions. The survey, calculation, design and construction of the supporting foundation and foundation of the tower crane shall comply with the provisions of 2.3 for the urban infrastructure.

2.4.5.6 cranes must be located in open areas, large enough for the work of installation, operation and dismantling.

NOTE: cranes must be installed at locations such that crane operations are not carried out over buildings, structures in use, public transport routes, other construction works, railway or near power lines. When it is not possible to do these things, safety prevention plans and measures must be detailed for the situations.

2.4.5.7 In case many cranes are in danger of colliding with each other when operating together, before operating the cranes, they must:

a) Establish direct communication between cranes;

b) There is a warning system in the cabin of each crane so that the operators can inform each other about the possible hazardous factors.

2.4.5.8 The method and sequence of installation and dismantling of cranes must be carried out according to the manufacturer's instructions on cranes that must be tested for safety in accordance with regulations before being put into use.

2.4.5.9 Climbing operations to increase the height by means of self-lifting of cranes must be performed according to the manufacturer's instructions. The self-standing height without bracing for the tower of the crane should not exceed the allowable safe self-standing height specified by the manufacturer.

2.4.5.10 When there is no operator or person to supervise the crane operations, lowering and removing the lifting object from the hook shall be carried out; Pull the hook up and put it in the position with minimum reach, turn off the engine and put the boom horizontal. In case the tower crane has to stop working for a long time (see also regulation at 2.1.12) or stop working due to adverse weather conditions (according to forecast), the order of shutdown must follow manufacturer's instructions and the rotary brake must be released.

2.4.5.11 The wind speed measuring device must be installed at the highest position on the tower crane and there must be a wind speed display panel located in the operator's cabin.

2.4.5.12 A cruise control device shall be installed to control the maximum safe working load corresponding to different lifting radii. Signs or windbreaks shall not be hung on cranes unless in accordance with the manufacturer's instructions.

2.4.5.13 Cranes must not be used for cases that may cause excessive impact on the structure of the crane such as the use of a magnet hook mechanism; steel ball crane for demolition works; pile driving or pressing.

At Section 2.5.3 Subsection 2.5 Section 2 National technical regulation on safety in construction QCVN 18:2021/BXD promulgated together with Circular 16/2021/TT-BXD on bulldozers to transport, excavate soil, materials and make roads to ensure safety at construction sites are regulated as follows:

2.5.3.1  Before leaving the bulldozer, the operator must:

a) Set the brake;

b) Lower the iron and rake;

c) Set the number to zero.

2.5.3.2  When not in operation, the bulldozer must be parked on a flat, level surface.

2.5.3.3   When the bulldozer moves uphill, the iron must be lowered.

2.5.3.4  Except in an emergency, do not use the iron as a brake.
