What are purposes and requirements of the Government's Action Program on urban planning and sustainable development in Vietnam to 2030 with a vision to 2045?
Pursuant to Section I of the Government's Action Program to implement Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of urban areas in Vietnam to 2030, vision to 2045 issued together with Resolution 148/NQ-CP in 2022 stipulating purposes and requirements of the Government's Action Program on urban planning and sustainable development in Vietnam to 2030 with a vision to 2045 as follows:
1. The formulation and promulgation of the Government's Action Program in order to unify in directing all levels and sectors to thoroughly grasp the contents and seriously and effectively implement Resolution No. 06-NQ/TW, creating a clear change in awareness and actions of leaders of sectors and levels in urban planning, construction and management towards sustainable development goals.
2. Concretize the goals, tasks and solutions mentioned in Resolution 06-NQ/TW of the Politburo by the Government's practical tasks and solutions associated with the plan to organize the implementation according to the specific roadmap to achieve the objectives of the Resolution.
3. Promote the constructive and coordinating role of the Government on the principle of clear, centralized and democratic assignment and assignment. Specifically assign the lead agency, coordinating agency to ensure that it is suitable to the capacity so that the Government and other ministries, ministerial-level agencies, agencies attached to the Government, People's Committees of provinces, central-affiliated cities direct and organize the successful implementation of the general and specific objectives of Resolution No. 06-NQ/TW.
4. Strive to achieve specific goals:
- The national urbanization rate will reach at least 45% by 2025 and over 50% by 2030. The ratio of urban construction land to the total natural land area will reach about 1.5 - 1.9% by 2025, about 1.9 - 2.3% by 2030.
- The number of urban centers nationwide by 2025 will be about 950 - 1,000, and by 2030 about 1,000 - 1,200. By 2025, 100% of existing and new urban centers will have master plans, zoning plans, urban renovation, embellishment, reconstruction and development programs; ensure that at least 100% of urban centers of grade III or higher complete the criteria for urban classification in terms of urban infrastructure, especially infrastructure for healthcare, education, training and urban-level cultural works. By 2030, a number of national and regional urban centers will be formed, reaching the urban-level targets on health, education, training, and culture equivalent to the average of cities in the group of four leading ASEAN countries.
- The ratio of traffic land to urban construction land will reach about 11 - 16% by 2025, 16 - 26% by 2030. The average green tree area per urban dweller will be about 6 - 8 m2 in by 2025, about 8-10 m2 by 2030. The average residential floor area per capita in urban areas shall be at least 28 m2 by 2025, and at least 32 m2 by 2030 .
- By 2025, fiber optic broadband network infrastructure will cover over 80% of households in urban areas, universalize 4G, 5G mobile network services and smart phones; The percentage of adult population in urban areas with electronic payment accounts is over 80%. - The urban economy contributes to the national GDP about 75% by 2025 and about 85% by 2030. Pursuant to Subsection 1 Section II of the Government's Action Program to implement Resolution No. 06-NQ/TW dated January 24, 2022 of the Politburo on planning, construction, management and sustainable development of urban areas in Vietnam to 2030, vision to 2045 issued together with Resolution 148/NQ-CP in 2022 stipulating responsibility of Government agencies in unifying awareness and actions on urban planning, construction, management and sustainable development in Vietnam as follows:
Based on the assigned state management functions, tasks and powers, ministries, ministerial-level agencies, government-attached agencies, People's Committees of provinces and centrally run cities shall focus on directing and organizing The organization deploys five main groups of tasks as follows:
1. Unifying awareness and actions on urban planning, construction, management and sustainable development in Vietnam
The functional agencies at all levels organize to thoroughly understand and carry out propaganda, education and extensive mobilization throughout the society about the position, role and importance of planning, construction and management and sustainable urban development in the process of industrialization and modernization of the country; regularly and periodically organize forms of propaganda to disseminate and evaluate the implementation of the contents of Resolution No. 06-NQ/TW as well as other resolutions of the Party and State related to urban planning, construction, management and sustainable development.
