What are general regulations on temporary support structures in ensuring safety at construction sites in Vietnam?
Pursuant to Section 2.3.1 of the National technical regulation on safety in construction QCVN 18:2021/BXD stipulating general regulations on temporary support structures in ensuring safety at construction sites in Vietnam as follows:
2.3.1.1 For urban infrastructures, the works of survey, design, construction, erection, inspection, testing, safety inspection (refer to 2.3.5), acceptance, use, monitoring, maintenance, dismantling, archiving of records and documents shall comply with the provisions of the law on construction applicable to construction works and the provisions of this Regulation.
NOTE: Cophdeem is an urban area. Requirements on safety conditions when working in a coopede, caiman comply with the provisions of 2.9.
2.3.1.2 Urban infrastructure must:
a) Made from quality materials and products as prescribed in 2.1.1.5;
b) Installed according to the design, ensuring quality, stability and suitable for the purpose of use;
c) Strongly bonded and braced to hold in place and shape.
2.3.1.3 In case an urban area has 2 floors or 2 or more layers:
a) The floors and layers of the urban area must be connected and braced firmly and stably;
b) A safe access road (scaffolding, climbing ladder or other means) must be arranged to serve the purpose of inspecting the urban infrastructure. Locations that are allowed to access urban areas must be marked with clear, easy-to-observe signs and be protected from falls by safety guards;
c) Measures must be taken to ensure that the urban infrastructure and its parts are not destabilized or collapsed upon impact or unexpected impact during erection, use and dismantling.
2.3.1.4 For urban structures and their parts made of non-metallic or non-standard materials and products, the employer is responsible for making design documents (which must include at least an erection diagram, structure of main parts and details), measures and order of erection; after erecting this type of urban infrastructure in place, it is necessary to check the certainty and stability of the urban space and its connection details; must test the force-resistance according to the requirements of use with the test load specified by the design before use.
Note 1: The authorized person is the construction supervisor of the investor (or EPC general contractor).
Note 2: See specific requirements for urban structures made of non-metallic, non-standard materials mentioned in 2.3.2 to 2.3.8.
2.3.1.5 If not specified in the design documents, it is not allowed to upload to urban infrastructures (including parts thereof) or use them until they are confirmed by an authorized person to be safe for loading or use.
NOTE: Competent persons include the construction manager (or safety manager) of the contractor and the construction supervisor of the investor (or EPC general contractor) with experience in urban areas.
2.3.1.6 Only allow employees who are assigned to enter and work in the area where the urban public park is located.
2.3.1.7 Other requirements for formwork and supporting work for in-situ concrete construction are specified in 2.11.
2.3.1.8 Workers are not allowed to work on, inside of urban areas in high vibration conditions.

Pursuant to Section 2.3.4 of the National technical regulation on safety in construction QCVN 18:2021/BXD stipulating construction and installation of temporary support structures in order to ensure safety at construction sites in Vietnam as follows:
2.3.4.1 Road safety work in the construction and erection of urban infrastructure must be carried out according to regulations related to the types of construction work mentioned in this regulation.
EXAMPLE: Urban construction used to support bridge girder construction using reinforced concrete pile foundation, steel frame fabricated at the workshop, erected at the construction site. In this case, at the construction site, the safety assurance must be carried out according to the provisions of this regulation applicable to the following works: Lowering piles (refer to 2.12), pouring concrete (refer to 2.11), erecting steel structures (refer to 2.10), use of scaffolding (refer to 2.2), use of lifting equipment (refer to 2.4) and other related road safety works.
