Pursuant to Article 21 of Decree 37/2019/ND-CP regulating the contents of national marine spatial planning:
National marine spatial planning shall contain at least:
1. The contents specified in Points a, b and c Clause 2 Article 23 of the Law on Planning.
2. Forecasting of development context and scenarios; opportunities and challenges for use of marine space:
a) Forecasting of trends in social, economic, scientific and technological development and global international relations and regions, which affect the use of marine space;
b) Forecasting of development scenarios related to exploitation and use of marine space;
c) Comparative advantages, strengths, weaknesses, opportunities and challenges facing the country in exploiting and using marine space.
3. Viewpoints and objectives for development:
a) Viewpoints on use of marine space, sustainable extraction and use of marine resources, and coastal environmental protection;
b) Overall and specific viewpoints on marine space use and extraction and use of resources within marine space for the planning that covers a period of 10 years with 30 - 50 year orientations;
c) Key issues that need addressing and breakthroughs in exploitation and use of marine space for economic, social and environmental activities during the planning period.
4. Orientations for use of space for activities conducted in coastal areas, islands, archipelagoes, territorial waters and airspace that are within sovereignty, sovereign rights and national jurisdiction of Vietnam:
a) Determination of conflicts between sectors and fields related to infrastructure, resource use and environmental protection upon use of marine space;
b) Arrangement of space for development of technical and social infrastructure within marine space;
c) Arrangement of space for urban and rural development in coastal areas and islands;
d) Arrangement of space for cultural heritage conservation and development of tourism and sports areas within marine space;
dd) Arrangement of space for aquaculture and fishing within marine space;
e) Orientations for arrangement of space for sustainable extraction and use of resources in coastal areas; exploration, extraction and processing of mineral resources within marine space;
g) Orientations for environmental protection, management, protection and development of coastal protection forests, and biodiversity conservation within marine space.
5. Zoning of land within coastal areas, islands, archipelagoes, territorial waters and airspace that are within sovereignty, sovereign rights and national jurisdiction of Vietnam:
a) Determination of areas that need special protection for the purposes of national defense and security assurance, environmental protection, conservation of ecosystem and artificial islands, and protection of offshore equipment and installations;
b) Determination of vulnerable areas within marine space and proposed solutions for management and protection thereof;
c) Zoning of areas where marine space is used and zoning of areas where resources are extracted and use within marine space;
d) Zoning of land within coastal areas, islands and archipelagoes.
6. Solutions and resources for planning implementation:
a) Marine space mechanisms and policies;
b) Environmental, scientific and technological solutions;
c) Dissemination and awareness raising solutions;
d) Human resource development solutions;
dd) Solutions for raising investment;
e) International cooperation solutions;
g) Solutions for organizing and supervising planning implementation.
7. A list of nationally important projects and their execution in order of priority:
a) Criteria for determining prioritized projects within marine space during the planning period:
b) Justification for making a list of nationally important projects within marine space; their execution in proposed order of priority and proposed execution phases.
8. Planning reports, including consolidated report and brief reports, national marine spatial planning diagrams, maps and database.
A list and scale of national marine spatial planning maps specified in Section II Appendix I hereof.
