System of Construction Norms Includes What?
Based on Article 20 of Decree 10/2021/ND-CP which stipulates the construction norm system as follows:
- The construction norm system includes economic-technical norms and cost norms. Economic-technical norms include basic norms and estimated norms.
- Basic norms include material usage norms, labor productivity norms, and machinery and construction equipment productivity norms that are determined in accordance with technical requirements, regulations, and construction standards and are used to determine or adjust estimated norms.
- Estimated norms:
+ Estimated norms are the necessary expenditures for materials, labor, machinery, and construction equipment that are determined according to technical requirements, construction conditions, and specific construction methods to complete a unit of construction work volume;
+ Estimated norms are applied and referenced for construction cost estimation, and serve as the basis for determining construction work prices and establishing and managing construction investment costs.
- Cost norms include: percentage-based (%) norms and value-based norms. Cost norms serve as the basis for determining construction work prices, estimating costs for certain types of work, and costs in construction investment such as indirect costs, taxable income in advance, project management costs, construction investment consultancy costs, and other cost items.
- Estimated norms for specific construction tasks of specialized fields or localities are norms for tasks not regulated within the construction norm system issued by the Ministry of Construction and only appear in construction works under the management of specialized sectors or localities.
