II. CONTENTS OF ASSESSMENT PROCEDURE

1. List of dossiers submitted for appraisal

a) Legal documents: List relevant legal documents in the application for appraisal.

b) Design dossiers for construction design step submitted for appraisal.

c) Competency dossiers of contractors: List the number of capacity certificates of the surveying contractor (if any), the construction design-making contractor, the verifying contractor (if any); codes of construction practice certificates of the titles of construction survey leader (if any); chairman, chair of the design subjects; the chairperson, presiding over the verification (if any); Construction license of foreign contractors (if any).

2. Mainly applied technical regulations and standards.

3. Design solutions mainly on: Architecture, foundation, foundation, structure, engineering system, fire and explosion prevention and other contents (if any).

4. The method of making the estimate is selected and the bases for determining the cost items in the construction estimate submitted for appraisal (if any).

III. CONSTRUCTION DESIGN RESULTS

1. Compliance with the law on formulation and verification of construction designs.

2. Capacity conditions for construction activities of organizations and individuals participating in survey, design and design verification.

3. Conformity of the construction design with the design of the previous step is certified by a specialized agency (stamped “APPRAISAL”).

4. Check the construction design on meeting safety requirements of works, compliance with technical regulations and regulations of law on application of standards in design.

5. Compliance with the law on determining construction cost estimates.

a) The adequacy and validity of the dossier submitted for appraisal of the work construction cost estimate; legal bases for determining work construction cost estimates;

b) The conformity of the work construction estimate with the total construction investment already approved by the competent authority; method of determining work construction cost estimates;

c) The conformity of the contents of the work construction estimate as prescribed in Article 11 of Decree No. 10/2021/ND-CP with the contents and requirements of the project;

d) Compliance with the provisions of law on the application and reference to the system of construction norms, work construction prices and other necessary tools according to regulations promulgated by competent state agencies, announced; the application and reference to cost data of similar works and other necessary tools to determine construction cost estimates;

dd) List of new cost estimates, adjusted cost estimates (if any) and method of determination; determine the list of norms that need to be surveyed during the construction process;

6. Check the implementation of requirements on fire and explosion prevention and fighting and environmental protection (if any).

7. Check the fulfillment of other requirements in accordance with relevant laws.

8. Request to amend, supplement and complete the construction design (if any).

IV. CONCLUSIONS AND RECOMMENDATIONS

Construction design dossiers (name of works) are eligible for the appraisal agency to carry out the next steps (or have not yet met the conditions).

DECISION:

Article 1. To approve construction design documents (name of works) with the following contents:

Article 2. The investor, based on the content approved in Article 1 and the report on appraisal results of (4), completes the work construction design dossier and implements the next steps, strictly complying with the current regulations of the State and the Ministry of National Defense on investment and construction management.

Article 3. This Decision takes effect from the date of signing. The Investor and the Head (relevant units) are responsible for the implementation of this decision.

Note:

(1) The superior of the approval level. If the approval is granted by the Ministry of National Defense, there is no (1).

(2) Competent authorities approve construction design.

(3) Appraisal requester.

(4) Construction agency for approval.
