Responsibilities of the General Department of Logistics in quality management and construction of projects managed by the Ministry of National Defense in Vietnam
Pursuant to Article 22 of Circular 174/2021/TT-BQP (Effective from February 12, 2022) regulating responsibilities of the General Department of Logistics in quality management and construction of works managed by the Ministry of National Defense as follows:
- Responsible for assisting the Minister of National Defense in quality management, construction and maintenance of construction works according to the scope of this Circular and handling problems during implementation.
- Directing the Barracks Department
+ Advise the Minister of National Defense on guiding the implementation of newly issued legal documents on construction quality management;
+ Inspect and guide agencies, units, organizations and individuals participating in construction activities to implement regulations on quality management, construction and maintenance of construction works;
+ Perform the functions of a specialized agency for construction of the Ministry of National Defense according to the provisions of Chapter II of this Circular and other tasks when assigned;
+ Summarize and report to the Minister of National Defense and draft documents from the Ministry of National Defense to the Ministry of Construction on the situation of quality management, construction work quality and labor safety in the Ministry of National Defense before December 15 every year and unexpected reports when required.

Responsibilities of agencies and units under the Ministry of National Defense in quality management and construction of works managed by the Ministry of National Defense in Vietnam
According to Article 24 of Circular 174/2021/TT-BQP (Effective from February 12, 2022) regulating responsibilities of agencies and units under the Ministry of National Defense in quality management and construction work Projects managed by the Ministry of National Defense are as follows:
- Be responsible to the Minister of National Defense for quality management, construction and maintenance of construction works within the scope of management and implementation of contents according to authority specified in Chapter II of this Circular.
- Direct specialized construction agencies of agencies and units
+ Carry out the functions of specialized construction agencies of agencies and units according to the provisions of Chapter II of this Circular and other tasks when assigned;
+ Deploy and guide the implementation of new legal documents on quality management, construction and maintenance of construction works within the scope of management;
+ Summarize the quality situation and quality management of construction works within the scope of management, report according to Form No. 06 in Appendix III issued with this Circular, and send it to the Barracks Department/General Department of Logistics before November 15 every year and report unexpectedly when required.
Responsibilities of management agencies and units in quality management and construction of works managed by the Ministry of National Defense in Vietnam
In Article 25, Circular 174/2021/TT-BQP (Effective from February 12, 2022) regulates responsibilities of management agencies and units in quality management and construction of works managed by the Ministry of National Defense are as follows:
- Participate in quality management during the design and construction process; promptly detect inadequacies and recommend to the investor for adjustments to promote investment efficiency.
- Carry out the role of community supervision on construction quality. When detecting violations, it must be promptly reported to the investor or state management agency on construction for handling according to the provisions of law.
- Organize management, exploitation, use, operation and maintenance according to regulations. Be responsible before the law for construction works that are damaged or degraded due to violations during the process of exploitation, use or maintenance of construction works.
- Implement contents according to authority specified in Chapter II of this Circular and other tasks when assigned.
