Pursuant to Clause 1 Article 15 of the Circular 05/2022/TT-BNNPTNT stipulating regulations on researching and proposing solutions to improve the efficiency of new rural construction as follows:

1. Research and propose solutions to perfect and renew mechanisms and policies, improve the efficiency of implementation of the National Target Program on building new rural areas

a) Perfect mechanisms and policies to build sustainable new rural areas in association with the process of urbanization, international integration and implementation of sustainable development goals, develop a set of national criteria for new rural areas for the next stages; research and renew the monitoring and evaluation mechanism of program implementation;

b) Complete mechanisms and policies to support new rural construction in the direction of integrating programs and projects in rural areas with the National Target Program on building new rural areas in order to unify mechanisms and policies. supporting localities to effectively implement the Program's contents contributing to improving investment efficiency and ensuring no duplication, overlapping, and wastage of resources;

c) Implement socialization, public-private cooperation in investment, development, management and exploitation of environmental protection works, rural infrastructure, commercial infrastructure in service of agricultural production, agricultural development and sustainable villages;

d) Bring into play the role of the government, improve the capacity of cadres at all levels (especially the grassroots level) in the implementation of the New Rural Program; solutions to promote the role of the people and the community; solutions to raise awareness and change the thinking of officials and people on new rural construction; develop solutions and promote the role of social organizations in building new countryside, promoting cultural identity and protecting the environment towards the goals of sustainable development combined with green growth.

Pursuant to Clause 2 Article 15 of the Circular 05/2022/TT-BNNPTNT stipulating regulations on researching and proposing solutions for rural economic development, sustainable rural construction in the new rural construction as follows:

2. Research and propose solutions to develop the rural economy and build a sustainable rural area

a) Agricultural and rural economic development:

Implement digital technology application in supporting rural governance; socialize information technology in community management, connect villages and cooperatives, meet public services in rural communities;

Develop circular economy, reduce emissions in accordance with the characteristics of each industry, profession and region;

Promote the development of farm economic models, models of sharing economy, cooperative economy, linking production and business along the value chain;

Develop models of ecological agriculture, smart villages with appropriate rural services towards the goal of sustainable development, green growth and adaptation solutions to climate change in the midland and mountainous regions. Northern mountainous region; Central Coast, Central Highlands and Mekong River Delta;

Develop non-agricultural economy in rural areas, promoting rural-urban connectivity, solutions to narrow the gap between rural and urban areas and the gap between regions and regions.

b) Build villages and communes to meet water source security, adapt to climate change, prevent natural disasters, and ensure sustainable agricultural and rural development;

c) Preserve and promote cultural values ​​and landscape architecture in the construction of new rural areas in accordance with the characteristics of the region and region and associated with the process of urbanization;

d) Apply scientific and technical advances in sustainable rural infrastructure development, suitable to natural conditions, cultural and socio-economic characteristics of regions and regions;

Pursuant to Clause 3 Article 15 of the Circular 05/2022/TT-BNNPTNT stipulating regulations on building new rural models on the basis of application of scientific and technological solutions in new rural construction as follows:

3. Build new rural models on the basis of application of scientific and technological solutions for socio-economic development

a) Model of cooperation, linkage application of advanced technologies, high technology, precision agriculture, new materials; synchronously apply mechanization and modernize irrigation work to develop production, preliminary processing and processing of agricultural, forestry and fishery products in the direction of safety, organicity and ecology;

b) Model of digital technology application in agricultural, forestry and fishery production and trade and rural administration;

c) Model of eco-village and smart village to meet water source security and adapt to climate change, prevent natural disasters, ensure sustainable agricultural and rural development;

d) Model of sustainable exploitation of natural resources and biodiversity; forest economic development; planting and protecting forests; circular economy development in agriculture;

dd) Model of landscape construction and rural environmental protection;

e) Model of socialization, model of public-private partnership in investment, management and exploitation of rural infrastructure works and environmental protection.
