Requirements for Technical Infrastructure Planning according to the National Technical Regulation on Construction Planning
According to the National Technical Regulation on Construction Planning issued with Circular 22/2019/TT-BXD, effective from July 1, 2020, the requirements for technical infrastructure planning are stipulated as follows:
- Planning of technical infrastructure works must fully meet the needs of the area, appropriate to the forecasts of urban and rural development and other functional areas;
- Forecasting the demand for technical infrastructure must be based on current data series, projects, areas with similar conditions, or standards selected for application;
- Technical infrastructure planning must take into account the impacts of climate change and sea-level rise;
- Planning for shared technical infrastructure works (routing, location, scale) must identify the participating works to ensure uniformity and synchronization;
- Transport and technical infrastructure works must ensure accessibility for people with disabilities according to the requirements in QCVN 10:2014/BXD;
- On main streets, public areas (commercial areas, parks, markets, bus stations, squares, main bus stops, etc.), and out-of-urban gas stations, public toilets must be arranged; Public sanitation works must comply with QCVN 07-9:2016/BXD;
- The public lighting system includes; street lighting, traffic works lighting, park lighting, garden lighting, decorative lighting, festive lighting, architectural works, and art works must meet the requirements for luminance, illumination, safety, and energy saving; Public lighting works must comply with QCVN 07-7:2016/BXD;
- Planning for telecommunications technical infrastructure works must meet the regulations of QCVN 07-8:2016/BXD, QCVN 33:2011/BTTTT.
