Requirements for Elevators in Condominium Buildings: Regulations and Standards
Elevator Requirements in Apartment Buildings as Regulated in Subsection 2.4 of Circular 21/2019/TT-BXD
2.4.1
Apartment buildings and mixed-use apartment buildings with 5 floors or more must have at least 1 elevator; buildings with 10 floors or more must have at least 2 elevators and must ensure user flow according to the selected applicable standards.
NOTE: In apartment buildings and mixed-use apartment buildings with elevators, there must be at least 1 dedicated elevator with a cabin clearing size that ensures transport of emergency stretchers.
2.4.2
There must be a minimum of 1 elevator for every 200 residents in the building, not including the number of people on the first floor (ground floor). When calculating based on the number of apartments, there must be a minimum of 1 elevator for every 70 apartments. The lifting capacity of one elevator must be no less than 400 kg. In the case of a building having only one elevator, the minimum lifting capacity of the elevator must be no less than 600 kg.
2.4.3
For apartment buildings and mixed-use apartment buildings with a fire protection height greater than 50 meters, each fire compartment of the building must have at least one elevator that meets the transport requirements for firefighting and rescue forces as per TCVN 6396-72:2010 and TCVN 6396-73:2010.
2.4.4
The width of the passenger elevator lobby must be arranged appropriately according to the selected applicable standards.
2.4.5
Elevators must have anti-jamming door protection, automatic rescue devices, and an intercom system from the cabin to the outside. The elevator shall only operate when all elevator doors are closed.
2.4.6
The lifting capacity and speed of the elevator must be in accordance with the selected applicable standards.
2.4.7
Elevators must comply with QCVN 02:2011/BLDTBXH and be safety inspected before being put into use in the following cases:
- After installation;- After major repairs;- After a serious accident or incident has been resolved;- Expiry of inspection or as required by the state labor safety management agency.
2.4.8
The machine and elevator equipment room must have convenient, safe access, and must not be directly located over any apartment. Elevator shafts must comply with soundproofing requirements per QCXDVN 05:2008/BXD and noise control requirements according to QCVN 26:2010/BTNMT.
2.4.9
Water tanks must not be directly located above the elevator shafts, and water supply, heating, and gas supply pipes are not allowed to pass through the elevator shafts.
2.4.10
Elevators must ensure accessibility for the elderly and disabled according to QCVN 10:2014/BXD.
