According to Clause 5, Article 3 of Circular 03/2020/TT-BXD, it is stipulated that:
The lead architectural designer recorded in the design dossier must ensure:
- Must be sufficiently qualified to be assigned as the lead architectural designer of the project or the lead verifier of architectural design and be responsible for the content of the architectural design;
- The lead designer can replace the principal role if authorized by the principal.
=> Thus, according to the above regulation, the lead architectural designer documented in the design dossier can replace the principal's role in the architectural design dossier if authorized by the principal.
