Is the Project Management Director of the Investment Construction Project Management Unit required to have a Project Management Practice Certificate?

In Clause 3, Article 22 of Decree 15/2021/ND-CP, it is stipulated:

The project management director of the Investment Construction Project Management Board must have sufficient qualifications as prescribed in Article 73 of this Decree; individuals in charge of specialized fields must have professional practice certificates in construction supervision, construction valuation with a rank appropriate to the project group, construction level, and assigned tasks.

=> Thus, according to the above regulations, the project management director of the Investment Construction Project Management Board must meet the qualification requirements as stipulated in Article 73. Article 73 provides regulations on the Project Management Practice Certificate and the conditions for an individual to be considered for issuance of a Project Management Practice Certificate. Therefore, the project management director of the Investment Construction Project Management Board is required to have a Project Management Practice Certificate.
