Is it possible to number a house built without a permit?
Based on Article 2 of the Regulation on numbering and attaching house number plates issued together with Decision 05/2006/QD-BXD regarding the scope and subjects of application. To be specific:
This regulation applies to urban areas and rural residential points nationwide.
Subjects to be numbered and attached with house number plates include:
a) Residential houses, construction works (hereinafter referred to as houses), except for houses built without a permit or illegally built in prohibited construction areas according to the construction law;
b) Groups of houses, buildings, and floors, apartments, staircases of apartment buildings.
Thus, the condition for granting house numbers is that the house must have a construction permit and that permit must comply with the law and belong to the subjects mentioned above.
Principles of numbering houses on main roads, in alleys, and sub-alleys
Article 4 of the Regulation on numbering and attaching house number plates issued together with Decision 05/2006/QD-BXD outlines the principles of numbering houses on main roads, in alleys, and sub-alleys, as follows:
Numbering houses on main roads, in alleys, and sub-alleys uses natural numbers (1, 2, 3..., n) in ascending order according to the directions specified in Clause 2 of this Article. Houses on the left take odd numbers (1, 3, 5, 7...), and houses on the right take even numbers (2, 4, 6, 8...).
Numbering direction:
a) The numbering direction is implemented from North to South, from East to West, from Northeast to Southwest, from Southeast to Northwest;
b) In the case of an alley with only one exit leading to a street, the numbering direction starts from the house at the beginning of the alley nearest to the street to the house at the end of the alley. If the alley has a name derived from the street and exits to the street at both ends, the numbering direction starts from the house at the beginning of the alley nearest to the street bearing the alley’s name to the other end of the alley.
In the case of a sub-alley with only one exit to an alley, the numbering direction starts from the house at the beginning of the sub-alley nearest to the alley to the house at the end of the sub-alley;
c) For alleys or sub-alleys without names, the numbering direction is applied as per point b of this clause, and the name of the alley or sub-alley is taken from the house number on the main road immediately before the entrance of the alley or sub-alley.
