How is Urban Area Defined?
According to the National Technical Regulation on Urban Planning issued together with Circular 22/2019/TT-BXD effective from July 1, 2020, urban areas are defined as follows:
Areas with high population density where residents mainly engage in non-agricultural economic activities, serving as political, administrative, economic, cultural, or specialized centers, playing a role in promoting the socio-economic development of the nation or a region, or a locality, including inner cities, outer cities of the city; inner towns, outer towns of district-level towns; commune-level towns.
