How is the management of construction standards regulated?
The management of construction norms is regulated in Article 17 of Circular 09/2019/TT-BXD. Specifically:
The Management of the construction norms system is stipulated in Article 15 of Decree No. 68/2019/ND-CP with specific provisions as follows:
- New construction norms are construction cost estimates that are not yet in the issued construction norms system or those that have work items in the issued construction norms system but use different construction technologies.
- Adjusted construction norms are norms in which the cost components, and the norm values of the issued construction norms are adjusted to suit the construction conditions, construction methods, specific project technical requirements, or all three of these factors.
- When using the construction norms stated in Clause 1 and Clause 2 of this Article to determine construction prices that are higher than the construction prices applying the issued norms, the investor must report to the investment decision-maker or the Minister of Construction, Minister of the specialized construction management ministry, Chairman of the provincial People's Committee for construction investment projects decided by the Prime Minister of the Government of Vietnam, in agreement with the Ministry of Construction before applying them.
