Forecasting in Construction Planning Projects: Required Standards and Guidelines
Requirements for forecasting in construction planning projects are stipulated in Section 1.5.1 of QCVN 01:2021/BXD - National Technical Regulation on Construction Planning, issued together with Circular 01/2021/TT-BXD. Specifically:
- Forecasts on population, labor, land, social infrastructure, technical infrastructure, and other socio-economic contents must be based on a series of data with a minimum period of the last 5 years and the indicators, regulations, and constraints in higher-level planning. Population forecasts must include both resident population, temporary population, and other population components (statistical converted resident population, transient visitors);
- Forecasts must address issues of natural hazards, environment, climate change, and sea level rise;
- Subdivision planning and detailed planning must comply with and specify the forecasts for the entire urban area;
- The results of the forecasts must ensure conformity with the land, social infrastructure, technical infrastructure, and environmental capacity and responsiveness.
