In Subsection 1.4.5 Section 1.4 Part 1 National Technical Regulation QCVN 01:2021/BXD regulating urban construction land is prescribed as follows:
Land reserved for construction of urban functions (including urban technical infrastructure systems) includes residential land and non-residential land.
Thus, according to regulations, urban construction land includes residential land in Vietnam.

What is calculation and selection of residential land criteria in Vietnam?
According to Section 1.5.4.1 Subsection 1.5.4 Section 1.5 Part 1 National Technical Regulation QCVN 01:2021/BXD stipulates requirements for spatial organization of the entire urban area as follows:
- For cities with a structure consisting of many urban areas, it is necessary to ensure a favorable connection between the central urban area and other urban areas and functional areas to ensure the maintenance of buffer zones and ecological zones between urban areas;
- Planning must determine the boundaries of urban development areas and areas with limited (or no) urban development. For urban areas expected to expand, urban boundaries must be based on forecasts of population size, land, infrastructure and must satisfy requirements on construction land selection;
- Urban space must: maximize the advantages and limit the disadvantages of natural conditions; suitable to the economic and social conditions and specific land and infrastructure of each urban area and region; create a good and safe living environment for residents, preserve and promote unique cultural identity;
- Land in urban development areas must be calculated and forecast according to development capacity according to each planning stage. Residential land criteria must be calculated and selected according to the characteristics of each urban area to ensure the principles of economical and effective land use and protection of valuable natural resources;
- The size of non-residential land types must be argued and calculated according to actual needs combined with specialized planning;
- Industrial facilities and warehouses must be planned in safe locations, not causing environmental pollution.
Therefore, according to the above regulations in Vietnam, residential land criteria must be calculated and selected according to the characteristics of each urban area to ensure the principle of economical and effective land use and protection of valuable natural resources.
What are requirements for residential land in Vietnam?
Pursuant to Section 2.1, Part 2, National Technical Regulation QCVN 01:2021/BXD stipulates requirements for residential land as follows:
The minimum and maximum average residential land criteria for the entire urban area are specified for each type of urban area and are included in the criteria in Table 2.1. For planning areas that are inner cities and inner cities in special-class urban areas, the average residential land quota for the entire urban area shall apply as prescribed for class I urban areas. Other urban areas belong to class-I urban areas. Especially based on planning orientation to apply targets for urban areas of the same type.
