Conditions for Dossiers Submitted for Appraisal of Construction Designs After Basic Design in the Ministry of National Defense

According to Clause 1, Article 9 of Circular 106/2021/TT-BQP, the dossier submitted for appraisal must ensure legal validity and conform to the content requested for appraisal as follows:

The dossier submitted for appraisal is considered valid when it ensures the contents stipulated in Clause 2 of this Article, is in the correct format, presented in the primary language of Vietnamese, and is checked and confirmed by the applicant for appraisal. The architectural design section in the construction design dossier (if any) must comply with the regulations of the law on architecture.

What does the dossier for appraisal of construction designs after basic design in the Ministry of National Defense include?

According to Clause 2 of this Article, the dossier for appraisal of construction designs complies with the provisions of Article 37 of Decree No. 15/2021/ND-CP, including:

a) The proposal form for approval of the construction design as stipulated in Form No. 01 in the Appendix issued with this Circular;

b) Accompanying legal documents, including: Decision on approval of the construction investment project; previous stage design drawing dossier confirmed by the specialized agency (stamped "APPRAISED"); the construction design verification report of the verification consultant contractor confirmed by the investor (if any); the design fire prevention and fighting review document (if any), results of the implementation of procedures for environmental impact assessment according to the law on environmental protection (if any) and other related documents;

The procedure on fire prevention and fighting is carried out simultaneously, it is not mandatory to present it at the time of submitting the appraisal dossier, but results must be sent to the specialized construction agency before the deadline for notification of appraisal results;

c) The construction design dossier of the stage submitted for appraisal: Design explanation, design drawings, related construction survey documents, construction estimates; technical guidelines (if any) and maintenance procedure;

d) The competency certificate code of construction activities of the survey contractor, the design construction contractor, the verification contractor; the practice certificate code of construction activities of the heads of construction survey; heads and main designers of design disciplines; heads, main verifiers; the construction operation license of the foreign contractor (if any).
