According to Clause 3, Article 89 of the Construction Law 2014 amended by Clause 30, Article 1 of the Amended Construction Law 2020, construction permits include: 

3. Construction permits include:

a) New construction permit;

b) Repair and renovation permit;

c) Relocation permit;

d) Definite-term construction permit.

Clause 2, Article 89 of the Construction Law 2014 amended by Clause 30, Article 1 of the Amended Construction Law 2020 regulates cases in which construction permit is exempted:

- Repairs, renovations, and installation of equipment inside the building do not change the load-bearing structure, do not change the usability, and do not affect the environment or construction safety;

- Repair and renovation works that change the exterior architecture not adjacent to urban roads have architectural management requirements.

Because the information you provided is not specific, there are 2 cases in Vietnam as follows:

- If you repair or renovate the building without changing the force-bearing structure, without changing the usability, without affecting the environment or construction safety; or changing the exterior architecture that is not adjacent to an urban road with architectural management requirements, there is no need to apply for a construction, repair or renovation permit.

- If you repair or renovate a building that does not fall into the two cases mentioned above, you must apply for a repair or renovation construction permit.

At Point e, Clause 1, Article 102 of the Construction Law 2014, it is stipulated:

e/ From the date of receiving a valid dossier, the agency competent to grant construction permits shall examine the dossier for the grant of a permit within 30 days in the case of grant of construction permits, including also construction permits with definite terms, adjusted construction permits and relocation permits, and within 15 days, for separate houses. At the end of the time limit for the grant of a construction permit, if the agency competent to grant construction permits needs more time for examination, it shall notify in writing the reason to the project owner and at the same time report it to the direct management agency for consideration and direction, but within 10 days after the expiration of the time limit prescribed in this Clause.

Thus, within 30 days (from the date of receipt of complete and valid documents), the agency competent to issue construction permits must review the documents to issue a construction permit. For individual houses, it is 15 days in Vietnam.

According to Point h, Clause 2, Article 89 of the Construction Law 2014 amended by Clause 30, Article 1 of the Amended Construction Law 2020, works exempt from construction permits include:

h) Detached houses with under 07 stories of urban area construction investment projects or housing construction investment projects under detailed planning of 1:500 scale approved by competent state agencies;

So, in case you build a house in an urban development project with a scale of 15 stories, you must apply for a construction permit in Vietnam.
