Construction Without Proper Enclosures: Penalty Amount?

At Clause 1, Article 15 of Decree 139/2017/ND-CP stipulates as follows:

Sanctions for acts of organizing construction of works without shielding or with shielding but allowing construction materials to spill into surrounding areas or placing construction materials in unauthorized locations are as follows:

- Warning or fine from 500,000 VND to 1,000,000 VND for constructing individual houses or other construction works not specified in point b of this clause;

- Fine from 5,000,000 VND to 10,000,000 VND for constructing works that require the preparation of an economic-technical construction investment report or construction investment project.

=> Thus, in your case, your neighbor may be subject to a warning or a fine from 500,000 VND to 1,000,000 VND.
