Adjustment of Construction Project Cost Estimates

Article 15 of Decree 10/2021/ND-CP stipulates adjustments to construction cost estimates as follows:

1. Approved construction cost estimates are adjusted in accordance with Clause 4, Article 135 of the Construction Law.

2. Adjusted construction cost estimates include both the unadjusted part and the adjusted part of the construction cost estimate. The contents related to the adjusted part of the construction cost estimate must be appraised according to the provisions of Article 13 of this Decree.

3. The authority for appraising and approving adjusted construction cost estimates is implemented according to the regulations on the authority for appraising and approving adjustments to construction designs deployed after the basic design in the Decree detailing several aspects of the management of construction investment projects.

4. In the case where the adjusted construction cost estimate exceeds the approved estimate but does not exceed the approved total construction investment, the investor organizes the adjustment and reports to the decision-maker for acceptance before approval.

5. Adjustments that do not exceed the approved estimate but change the structure of cost items within the total approved construction investment allow the investor to organize, approve, and report the adjustment to the decision-maker and bear responsibility for the results of the adjustment.
