Who is Fined for Allowing a 14-Year-Old to Ride a Motorcycle?

Based on the provisions at Point a Clause 1 Article 60 of the 2008 Road Traffic Law:

Individuals who are 16 years old or older are permitted to ride motorbikes with an engine capacity under 50 cm³.

According to the information you provided, you are only 14 years old this year, therefore, you are not allowed to ride a 50cc motorbike, even within your village or residential area.

In the case of you operating a motorbike, both you and the person who provided the vehicle to you will be penalized according to Decree 100/2019/ND-CP, specifically:

- You will receive a warning for the act of a person aged 14 to under 16 operating a motorcycle, motorbike (including electric bikes), and similar types of motorcycles or operating a car, tractor, and similar types of cars as stipulated in Clause 1 Article 21 of Decree 100/2019/ND-CP.

- The act of handing over the vehicle or allowing an unauthorized individual to operate the vehicle by your father will be fined from 800,000 VND to 2,000,000 VND in accordance with Point d Clause 5 Article 30 of Decree 100/2019/ND-CP.

Thus, in the case that you are not of age to operate a vehicle, aside from you being fined, the individual who provided the vehicle will also be penalized as mentioned above.
