Which violations lead to a 10-point deduction on driver licenses of operators motorcycle in Vietnam?
Based on Article 7 of Decree 168/2024/ND-CP on penalties, including deductions of points from the driver license of those who operate motorcycles, mopeds, vehicles similar to motorcycles, and other similar vehicles for violating road traffic rules:
Article 7. Penalties, driver license point deductions for operators of motorcycles, mopeds, vehicles similar to motorcycles, and other similar vehicles violating road traffic rules

- In addition to the penalties applied, drivers committing violations will have points deducted from their licenses, as follows:
a) Engaging in behavior stipulated at Point b Clause 3; Clause 5; Points b, c, d Clause 6; Point a Clause 7 of this Article will result in a 2-point deduction;
b) Engaging in behavior stipulated at Point đ Clause 4; Point a Clause 6; Points c, d, đ Clause 7; Point a Clause 8 of this Article will result in a 4-point deduction;
c) Engaging in behavior stipulated at Point b Clause 7, Point c Clause 9 of this Article will result in a 6-point deduction;
d) Engaging in behavior stipulated at Point b Clause 8, Clause 10 of this Article will result in a 10-point deduction.
According to the above regulations, violations resulting in a 10-point deduction on a motorcyclist’s driver license include:
- Operating a vehicle on the road with a blood alcohol concentration exceeding 50 milligrams to 80 milligrams per 100 milliliters of blood or exceeding 0.25 milligrams to 0.4 milligrams per liter of breath.
- Operating a vehicle without observing, not reducing speed, or not stopping to ensure safety as prescribed, causing a traffic accident.
- Operating a vehicle exceeding the regulated speed, causing a traffic accident.
- Entering expressways, stopping, parking, making a U-turn, reversing, overtaking, changing direction, or lane without conformity causing a traffic accident.
- Not driving in the correct lane or section of the road, not keeping a safe distance between vehicles as prescribed, causing a traffic accident, or entering a restricted road for the type of vehicle being driven, driving against the one-way or "No Entry" sign, causing a traffic accident.
- Committing any of the following behaviors causing a traffic accident:
+ Not complying with the command, direction of traffic signs, road markings
+ Carrying passengers using an umbrella on the vehicle
+ Not adhering to the regulations on yielding at intersections
+ Not adhering to the regulations on yielding at intersections, except for violations stipulated at Points c, d Clause 6, Article 7 of Decree 168/2024/ND-CP
+ Not using headlights between 6 PM of the previous day and 6 AM of the next day or during fog, smoke, dust, rain, or adverse weather conditions that limit visibility
+ Improperly avoiding vehicles; using high beams when pedestrians are crossing, on road sections through residential areas with active lighting systems, approaching oncoming vehicles (except when a partition prevents dazzle), or turning at intersections; not yielding to oncoming vehicles on narrow roads, steep roads, or where there are obstacles
+ Using horns from 10 PM to 5 AM in residential areas or near medical facilities, except for priority vehicles on duty according to regulations
+ Operating a vehicle below the minimum speed on a road section where a minimum speed is regulated
+ Operating a vehicle at a low speed without staying on the right side, obstructing traffic
+ Non-priority vehicles installing, using priority signal devices
+ Carrying two passengers on the vehicle, except in cases of transporting a sick person for emergency treatment, a child under 12 years of age, elderly or disabled persons, or escorting a law violator
+ Carrying three or more passengers on the vehicle
+ The operator or passengers clinging to, pulling or pushing another vehicle, object, leading animals, carrying cumbersome items; allowing someone to stand on the seat, rear rack, or handlebars
+ Towing another vehicle or object
+ Driving in a tunnel without using low beam headlights
+ Operating a vehicle in a horizontal line of three or more
+ The driver using an umbrella, sound devices (except hearing aids), holding and using a phone, or other electronic devices.
+ Not reducing speed (or stopping) and yielding when driving from a non-priority to a priority road, or from a minor to a main road
+ Not reducing speed and yielding to vehicles coming from the right at intersections without roundabout signals; not reducing speed and yielding to vehicles coming from the left at intersections with roundabout signals
+ Disregarding traffic signal lights
+ Disregarding traffic control officers’ or controllers' directions
+ Not yielding or obstructing priority vehicles on duty
- Recklessly weaving or riding on the road; using a kickstand or other objects to make contact with the road while the vehicle is moving
- Riding in groups of two or more exceeding the speed limit
- Sitting on the backseat with arms around the front person to steer, except when carrying children under six years old in the front
- Continuously honking or revving in residential areas or near medical facilities, except for priority vehicles on duty according to regulations.

In which cases is a driver license in Vietnam reissued?
Based on Clause 2, Article 62 of the Road Traffic Order and Safety Act 2024, reissuing a driver license is applicable in the following cases:
- Loss of the driver license
- Damaged driver license that cannot be used
- Before the expiration date on the license
- Change of information recorded on the license
- Foreign driver license still valid issued by competent foreign authorities
- driver license issued by the Ministry of Defense or the Ministry of Public Security upon request or the person is no longer on defense or security duty
