Pursuant to the provisions of Clause 1 and Clause 15 of Article 30 of Decree 100/2019/ND-CP, individuals who deliberately change brand and color of vehicle causing inconsistent with certificate of vehicle registration will be fined from 100,000 VND to 200,000 VND and must restore the paint color stated in the Vehicle Registration Certificate.
If you want to change the paint color of your vehicle in accordance with the law and avoid penalties, follow these steps:
1. Declare and obtain permission to change the paint color of the vehicle
According to Clause 2 of Article 6 of Circular 58/2020/TT-BCA, vehicle owners are responsible for:
2. Have their vehicles inspected at the competent vehicle registry in case of initial registration and registration of title transfer, refurbishment, and paint change. Before the vehicle renovation, change of paint (including drawing, advertisement), the vehicle owner must make declaration of vehicle renovation or change of vehicle paint on the website of the Department of Traffic Police or in person at the competent vehicle registry and obtain the confirmation of the competent vehicle registry; and then carry out procedures for replacement of the certificate of vehicle registration when the vehicle has been renovated or the address of the vehicle owner has been changed.
According to this regulation, before changing the paint color of the vehicle, you must make declaration of vehicle renovation or change of vehicle paint on the website of the Department of Traffic Police or in person at the competent vehicle registry and obtain the confirmation of the competent vehicle registry.
Note: The declaration on the electronic information page of the Department of Traffic Police for changing the paint color (including drawings and advertisements) will be implemented from March 1, 2021 (Clause 5 of Article 26 of Circular 58/2020/TT-BCA).

Clause 1 Article 11 of Circular 58/2020/TT-BCA stipulates the subjects for replacement and re-issuance of certificate of vehicle registration as follows:
Subject matters of replacement and re-issuance of certificate of vehicle registration: refurbished vehicle, repainted vehicles, vehicles used for transport business registered for issuance of license plate with white background, black letters and numbers; extension for certificate of vehicle registration; certificate of vehicle registration which is blurry, torn or lost, or change of vehicle owner details (name, address) or vehicle owner wishes to replace the old certificate of vehicle registration with a new certificate of vehicle registration as per this Circular.
Therefore, you must apply for a new certificate of vehicle registration when changing the color of your vehicle.

- Vehicle registration declaration form
The vehicle owner is responsible for accurately and fully declaring the contents in the vehicle registration declaration form according to the form No. 01 issued together with Circular 58/2020/TT-BCA.
- Owner's documents
+ Presenting ID card or Citizen Identity Card or Household Registration Book.
+ For cases where you belong to the armed forces: Identity card (9-digit or 12-digit) or household register. If the legal owner is a member of armed forces' personnel, one of these documents must be submitted: people’s police or military identity card or document certified by the head of working agency/unit of regiment or higher, division of police office of district or higher (in the absence of identity card of the armed forces' personnel).
+ Vehicle registration certificate.
* Submission location
The Police of a district, town and provincial municipality (hereinafter referred to as the Police of a district) register, issue the license plate for motorcycles, mopeds, electric vehicles and others as mentioned above of domestic agencies, organizations, enterprises, individuals with headquarters or residence in their local area (Clause 5, Article 3 of Circular 58/2020/TT-BCA).

Not exceeding 2 working days from the date of receiving complete valid documents (Clause 3, Article 4 of Circular 58/2020/TT-BCA).
