What is the penalty for circulating Vietnamese postage stamps without an issuance decision from a competent state authority?

According to Clause 4d and Clause 9a, Article 14 of Decree 15/2020/ND-CP (Effective from April 15, 2020), the content is stipulated as follows:

A fine ranging from 5,000,000 VND to 10,000,000 VND shall be imposed for any of the following acts:

Circulating Vietnamese postage stamps without the issuance decision of a competent state authority.

Supplementary penalties:

Confiscation of exhibits and means of administrative violations for acts that violate the provisions at Point d, Clause 4, Points a and b, Clause 5, Points a and b, Clause 6, Points a and b, Clause 7 of this Article.

Thus, the fine for the act of circulating Vietnamese postage stamps without the issuance decision of a competent state authority ranges from 5 to 10 million VND.
