Pursuant to Clause 2, Article 59 of the Law on Road Traffic in 2008 stipulating driver licenses in Vietnam as follows:
- Class A1, granted to drivers of motorcycles with a cylinder capacity of between 50 cm3 and under 175 cm3;
- Class A2, granted to drivers of motorcycles with a cylinder capacity of 175 cm3 or higher and those prescribed for A1 class driver licenses;
- Class A3, granted to drivers of three-wheeled motor vehicles and those prescribed for category-A1 driver licenses and similar vehicles.
As regulations above, you must have A2-class driver license to drive 175cc motorcycle. People with A1-class driver license are not permissible to drive 175cc motorcycle.

As prescribed in the Law on Road Traffic in 2008, Expressway mean a road reserved only for motor vehicles, with median strips separating carriageways for the two opposite directions of traffic, without crossing at level with any road, furnished with adequate support equipment and devices to ensure uninterrupted and safe traffic, shorten travel time, and with certain points for vehicle exits and entries.
Pursuant to Clause 6.b and 10.d, Article 6 of the Decree 100/2019/ND-CP stipulating as follows:
A fine ranging from VND 2,000,000 to VND 3,000,000 and suspension of driving license from 3 months to 5 months shall be imposed upon operators of mopeds and motorcycles (including electric motorcycles) and the like violating road traffic rules as follows:
Entering a freeway, except for the vehicles serving the management and maintenance of the freeway;

As regulations above, operators of motorcycles entering a freeway shall be imposeda fine ranging from VND 2,000,000 to VND 3,000,000 and suspension of driving license from 3 months to 5 months.

As prescribed in Clause 1.b, Article 60 of the Law on Road Traffic in 2008, persons aged full 18 years or older may drive motorcycles, three-wheeled motor vehicles with a cylinder capacity of 50 cm3 or higher and vehicles with similar structure; trucks, tractors with a mass of under 3,500 kg; passenger cars of up to 9 seats.
Pursuant to Clause 5, Article 21 of the Decree 100/2019/ND-CP (amended by Clasue 11, Article 2 of the Decree 123/2021/ND-CP) stipulating as follows:
5. A fine ranging from VND 1,000,000 to VND 2,000,000 shall be imposed upon an operator of a motorcycle whose engine displacement is under 175 cm3 and the like who commits any of the following violations:
a) Failure to have a driving license or using a driving license that is not issued by a competent authority, or using a falsified driving license;
As regulations above, a fine ranging from VND 1,000,000 to VND 2,000,000 shall be imposed upon an operator of a motorcycle under 175 cm3 .
