Based on Article 8 of Circular 73/2024/TT-BCA stipulating the content of control:
Article 8. Contents of Control
Carry out the control contents as stipulated in point b, clause 1, point a, clause 5, Article 65 of the Law on Road Traffic Order and Safety, and the following provisions:
- Control documents related to the person and the vehicle, including:
a) Driver's license; certificate of road traffic law knowledge training, or certificate for operating specialized motorcycles; vehicle registration certificate or a certified copy of the vehicle registration certificate accompanied by the original document of confirmation from a credit institution, foreign bank branch; certification of inspection, inspection stamps for technical safety and environmental protection (for vehicle types required to undergo inspection); compulsory civil liability insurance certificate of the vehicle owner and other necessary documents as required (hereinafter collectively referred to as documents);
b) When information of the documents has been integrated and updated in the electronic identification account on the National Identification Application, in the database managed and operated by the Ministry of Public Security, it is possible to perform checks and control through the information in the electronic identification account on the National Identification Application, database; checking information of documents in the electronic identification account on the National Identification Application, database is as valid as checking the documents directly.

Thus, traffic police are authorized to control the following contents when stopping a vehicle:
[1] Inspect and control the people and vehicles participating in road traffic
[2] Stop road traffic vehicles to check compliance with regulations on road traffic rules; conditions of the vehicle participating in road traffic; conditions of the person operating the vehicle participating in road traffic; and regulations on ensuring road traffic order and safety
[3] Control documents related to the person and the vehicle, including:
- Driver's license
- Certificate of road traffic law knowledge training, or certificate for operating specialized motorcycles
- Vehicle registration certificate or a certified copy of the vehicle registration certificate accompanied by the original document of confirmation from a credit institution, foreign bank branch
- Certification of inspection, inspection stamps for technical safety and environmental protection (for vehicle types required to undergo inspection)
- Compulsory civil liability insurance certificate of the vehicle owner and other necessary documents as required (hereinafter collectively referred to as documents)
When information of the documents has been integrated and updated in the electronic identification account on the National Identification Application, in the database managed and operated by the Ministry of Public Security, it is possible to perform checks and control through the information in the electronic identification account on the National Identification Application, database; checking information of documents in the electronic identification account on the National Identification Application, database is as valid as checking the documents directly.
[4] Control conditions of the vehicle participating in road traffic
Conduct control in order from front to back, left to right, outside to inside, top to bottom, including the contents: shape, external dimensions, color paint, license plate; technical safety and environmental protection conditions of the motor vehicle, specialized motorcycles; journey monitoring devices, imaging devices of drivers as required.
[5] Control compliance with regulations on ensuring road transport order and safety
Control the legality of goods, type, weight, quantity, specifications, dimensions; objects; the actual number of passengers compared to the permitted capacity and measures to ensure safety in road transport.
[6] Control other related contents as stipulated by law.

When participating in road traffic in Vietnam, what documents must the driver carry?
Based on Article 56 of the Law on Road Traffic Order and Safety 2024, when participating in road traffic, drivers must carry the following documents:
- Vehicle registration certificate or a certified copy of the vehicle registration certificate accompanied by the original document of confirmation from a currently effective credit institution or foreign bank branch in case the vehicle is mortgaged at a credit institution, foreign bank branch
- Driver's license appropriate for the type of vehicle being operated
- Certification of technical safety and environmental protection inspection for motor vehicles as required by law
- Compulsory civil liability insurance certificate of the vehicle owner
What are the forces conducting patrol and control over road traffic order and safety in Vietnam?
Based on Article 65 of the Law on Road Traffic Order and Safety 2024 stipulating the forces conducting patrol and control over road traffic order and safety:
- Traffic Police Force
- Other forces or units within the People’s Police who are mobilized to cooperate with the Traffic Police in conducting patrol and control in necessary cases based on the duties and powers of the mobilized forces as stipulated by law, decisions of competent authorities, and in accord with practical duties
