What are the penalties for selling mobile subscriber SIMs without an authorization contract from a telecommunications enterprise?

Based on Section 7, Article 33 of Decree 15/2020/ND-CP (effective from April 15, 2020) which stipulates violations of the regulations on signing contracts according to standard forms, general transaction conditions, storage, and usage of subscriber information as follows:

A fine ranging from VND 30,000,000 to VND 40,000,000 shall be imposed for any of the acts of selling mobile subscription SIMs without having an authorization contract to conclude contracts according to standard forms, general transaction conditions signed by the mobile telecommunication enterprise.

Thus, the act of selling mobile subscription SIMs without a contract authorized by the mobile telecommunication enterprise to conclude contracts according to standard forms will be fined from VND 30,000,000 to VND 40,000,000.

Additionally, Clause 13, Article 33 of this Decree also stipulates remedial measures as follows: Suspension of telecommunications service provision activities for affected subscriptions from 10 months to 12 months.
