Based on Clause 1, Article 14 of Decree 168/2024/ND-CP on penalties and point deductions from the driving licenses of operators of motorcycles, mopeds, and vehicles similar to motorcycles and mopeds for violating regulations on vehicle conditions when participating in traffic:
Article 14. Penalties and point deductions from the driving licenses of operators of motorcycles, mopeds, and vehicles similar to motorcycles and mopeds for violating regulations on vehicle conditions when participating in traffic
- A fine from 400,000 VND to 600,000 VND shall be imposed for the following violations:
a) Operating a vehicle without a horn; license plate light; brake light; left rearview mirror of the operator, or having one but it is not functional;
b) Operating a vehicle without a signal light or having one but it is not functional;
c) Operating a vehicle without near, far lights or having them but they are non-functional, not meeting design standards;
d) Operating a vehicle without a braking system or having one but it is non-functional, failing to ensure technical standards;
dd) Operating a vehicle equipped with rear-light projectors.

According to the above regulations, a motorcycle operator without a left rearview mirror or having one but it is non-functional shall be fined between 400,000 VND and 600,000 VND.

- Provide, update, transmit, store, manage information, data from journey monitoring devices, image recording devices of drivers installed on vehicles according to regulations
- Adjust the indicator on the odometer tampered with on vehicles
- Restore the brand, color specified in the vehicle registration certificate according to regulations
- Implement conformable license plates, regulations on inscribing or sticking letters, numbers, and information on the vehicle body, doors, regulations on paint color, and signal identification of the vehicle
- Restore the original shape, size, technical safety condition of the vehicle and re-inspect before putting the vehicle into traffic
- Adjust the vehicle trunk according to the current conformable, re-inspect and adjust the allowed cargo weight as stated in the Certificate of Vehicle Inspection and Environmental Protection according to current regulations before putting the vehicle into traffic
- Process procedures for change, withdrawal, re-issuance, issuance of vehicle registration certificates, vehicle plates, certificates of vehicle technical safety and environmental protection according to regulations
