What are the fines for using a blurred car license plate in Vietnam? In Vietnam, is it necessary to replace blurred license plates?

Hello Lawnet. I have used my car for 10 years, so the numbers on the license plate have also been blurred. Will I be fined for using a blurred car license plate? If yes, how much is it?

What are the fines for using a blurred car license plate in Vietnam?

Pursuant to Clause 3, Article 16 of the Decree 100/2019/NĐ-CP (amended by Clause 9, Article 2 of the Decree 123/2021/ND-CP) stipulating penalties imposed upon by operators of cars and car-like vehicles (including the trailers or semi-trailers being towed) violating regulations on roadworthiness of vehicles in Vietnam as follows: 

A fine ranging from VND 4,000,000 to VND 6,000,000 shall be imposed for any of the following offences:

a) Operating a vehicle with a license plate other than that specified in the certificate of vehicle registration or with a license plate that is not issued by a competent authority (including trailer and semi-trailer);

b) Using a certificate of technical and environmental safety inspection or stamp of technical and environmental safety or certificate of vehicle registration that is not issued by a competent authority or is falsified; using a certificate of vehicle registration on which the vehicle’s chassis or engine number is incorrect (including trailer and semi-trailer);

c) Operating a vehicle without a certificate of technical and environmental safety inspection or technical and environmental safety inspection stamp (if required, except for temporarily registered vehicles) or with one that has expired for 01 month or more (including trailer and semi-trailer);

d) Operating a vehicle without an adequate quantity of license plates or with an improperly positioned license plate; with a license plate on which the letters and numbers are not distinct; altering the letters or numbers on the license plates by paint or sticker or changing color of the letters, numbers and background of the license plates (including trailer and semi-trailer).

As regulations above, operating a car with a blurred license plate shall be fined VND 4,000,000 to VND 6,000,000.

In Vietnam, is it necessary to replace blurred license plates?

Pursuant to Clause 7, Article 16 of the Decree 100/2019/NĐ-CP (amended by Clause 9, Article 2 of the Decree 123/2021/ND-CP) stipulating penalties imposed upon by operators of cars and car-like vehicles (including the trailers or semi-trailers being towed) violating regulations on roadworthiness of vehicles in Vietnam as follows: 

Apart from the penalties, the violator is compelled to:

a) Install equipment or replace equipment that meets technical safety standards or restore technical attributes of the equipment as prescribed if the offence specified in clause 1; clause 2; point b, point c clause 3; point c, point d clause 4; point b clause 5; point d clause 6 of this Article is committed;

b) Install equipment or restore technical attributes of the equipment or remove additional equipment installed against regulations if any of the offences specified in point a, point d clause 3 of this Article is committed.

Pursuant to Article 11 of the Circular 58/2020/TT-BCA stipulating replacement and re-issuance of the certificate of vehicle registration and license plate in Vietnam as follows: 

1. Subject matters of replacement and re-issuance of certificate of vehicle registration: refurbished vehicle, repainted vehicles, vehicles used for transport business registered for issuance of license plate with white background, black letters and numbers; extension for certificate of vehicle registration; certificate of vehicle registration which is blurry, torn or lost, or change of vehicle owner details (name, address) or vehicle owner wishes to replace the old certificate of vehicle registration with a new certificate of vehicle registration as per this Circular.

2. Subject matters of replacement and re-issuance of license plate: The license plate is blurry, broken, or lost; or the vehicle owner wishes to the replace 3-digit or 4-digit license plate number to 5-digit license plate number; the vehicle used for transport business registered for change from license plate with white background, black letters and numbers to license plate with yellow background, black letters and numbers.

3. Procedures for the replacement or re-issuance of vehicle registration and license plate: The vehicle owner shall submit required documents in Articles 7 and 9 of this Circular, the certificate of vehicle registration (in case of change of certificate of vehicle registration) or license plate (in case of change of license plate), regarding a refurbished vehicle which changes engine subassembly or chassis subassembly, additional documents below are required: Proof of payment of registration fee as regulated, title transfer documentation (in case of change of engine or chassis) as regulated, the origin documentation of engine subassembly or chassis subassembly.

As regulations above, it is compulsory to replace blurred license plates.
