What are the fines imposed on operators of mopeds and motorcycles for the act of turning without signaling in Vietnam?
Pursuant to Clause 3 Article 6 of the Decree 100/2019/ND-CP (amended by Points a and b, Clause 4, Article 2 of the Decree 123/2021/ND-CP) stipulating the fines for the the act of turning without signaling in Vietnam:
Penalties imposed upon operators of mopeds and motorcycles (including electric motorcycles) and the like violating road traffic rules

3. A fine ranging from VND 400,000 to VND 600,000 shall be imposed upon a vehicle operator who commits any of the following violations:
a) Turning without slowing down or signaling (unless going along a curved segment where there is no level crossing);
b) Carrying 03 people or more on the vehicle;
c) Continuously honking, revving the engine in urban areas or residential areas, except for the emergency vehicles on duty;
d) Stopping or parking on a bridge;
dd) Going in groups in a manner that obstructs the traffic, except for the cases permitted by competent authorities;
e) Operating a vehicle that involves in an accident without stopping the vehicle, protecting the crash scene, or giving first aid to the victims, except for the violations specified in Point dd Clause 8 of this Article;

a) Exceeding the speed limits by from 5 km/h to under 10 km/h;
b) Continuously honking, revving up the engine, using air horns or high beam in an urban area or residential area, except for emergency vehicles on duty;
c) Turning without slowing down or signaling (unless going along a curved segment where there is no intersection);
d) Failure to obey the regulations on stopping or parking at intersection with the railway; stopping or parking within the railway safety perimeter, except for the violations specified in Point b Clause 2, Point b Clause 3 Article 49 hereof;

What are rules of change of direction in traffic in Vietnam?
Pursuant to Article 15 of the Law on Road Traffic in 2008 stipulating change of direction:
- When wishing to change direction, the operator shall slow down and give a signal of the turning direction.
- While changing direction, the driver or operator of a special-use vehicle shall allow pedestrians and bicycle riders moving on the road sections reserved for them to pass, give way to oncoming vehicles and shall change direction only when seeing that his/her vehicle does not obstruct or endanger people and other vehicles.
- In residential areas, the driver may make U-turns only at intersections and places with a sign permitting U-turns.
- It is prohibited to make U-turns at road sections reserved for pedestrians to cross, on bridges, at bridge heads, under flyovers, at undergrounds, in road tunnels, on expressways, at level crossings between a road and a railroad track, on narrow roads, steep roads or on bends with insufficient visibility.
