What are the fines for failure to change to license plate with yellow background in Vietnam?

My name is Hieu. A Grab driver. I've not changed my license plate yet. What fines shall be imposed on me?

Pursuant to Article 11 of the Circular 58/2020/TT-BCA stipulating replacement and re-issuance of the certificate of vehicle registration and license plate in Vietnam as follows:

- Subject matters of replacement and re-issuance of certificate of vehicle registration: refurbished vehicle, repainted vehicles, vehicles used for transport business registered for issuance of license plate with white background, black letters and numbers; extension for certificate of vehicle registration; certificate of vehicle registration which is blurry, torn or lost, or change of vehicle owner details (name, address) or vehicle owner wishes to replace the old certificate of vehicle registration with a new certificate of vehicle registration as per this Circular.

- Subject matters of replacement and re-issuance of license plate: The license plate is blurry, broken, or lost; or the vehicle owner wishes to the replace 3-digit or 4-digit license plate number to 5-digit license plate number; the vehicle used for transport business registered for change from license plate with white background, black letters and numbers to license plate with yellow background, black letters and numbers.

Pursuant to Clause 6.dd Article 25 of the Circular 58/2020/TT-BCA, the license plate has the white background, black letters and numbers, and a series of 20 successive letters, such as: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z issued to vehicles used in transport business.

Pursuant to Clause 2 Article 26 of the Circular 58/2020/TT-BCA, Vehicles operating in transport business before the effective date of this Circular shall change to license plates with yellow background, black letters and numbers before December 31, 2021.

Pursuant to Article 30 of the Decree 100/2019/NĐ-CP (amended by Clause 17.h Article 2 of the Decree 123/2021/NĐ-CP) stipulating as follows:

For owners of cars, tractors, heavy-duty vehicles and car-like vehicles: A fine ranging from VND 4,000,000 to VND 6,000,000 shall be imposed upon an individual, from VND 8,000,000 to VND 12.000.000 upon an organization that commits any of the following violations:

Failure to comply with regulations on license plates and lettering on sides and doors of vehicles (including trailers and semi-trailers), except for the offences specified in point i clause 9 of this Article, points a, b, c, d and dd clause 2 of Article 28; point b clause 3 Article 37 of this Decree

As regulations above, a fine ranging from VND 4,000,000 to VND 6,000,000 shall be imposed upon an individual, from VND 8,000,000 to VND 12.000.000 upon an organization for failure to change to license plate with yellow background in Vietnam.
