According to point a, clause 7; point a, clause 10; point a, point d, clause 13, Article 7 of Decree 168/2024/ND-CP on fines and points deduction from driving licenses for operators of motorcycles, mopeds, and similar vehicles that violate road traffic rules:
Article 7. Fine and points deduction from the driving license of motorcycle operators and similar vehicle operators violating road traffic rules

- A fine ranging from VND 4,000,000 to VND 6,000,000 shall be imposed on operators of vehicles committing any of the following violations:
a) Driving against the direction of one-way streets, driving against the direction on roads with "No Entry" signs, except for violations specified at point b of this clause and cases of priority vehicles on emergency missions according to regulations; driving on sidewalks, except when crossing them to enter houses or offices;

- A fine ranging from VND 10,000,000 to VND 14,000,000 shall be imposed on operators of vehicles committing any of the following violations:
a) Operating a vehicle without observing, not reducing speed or stopping as required to ensure safety that causes a traffic accident; operating a vehicle exceeding the speed limit causing a traffic accident; entering highways, stopping, parking, turning around, reversing, overtaking, changing direction, changing lanes improperly causing a traffic accident; not driving in the correct lanes, failing to maintain safe distances between vehicles according to regulations causing a traffic accident, or entering roads with signs prohibiting entry for the vehicle being operated, driving against the direction of one-way streets, driving against the direction on roads with "No Entry" signs causing a traffic accident;

- In addition to the penalties applied, operators of vehicles committing violations will have points deducted from their driving licenses as follows:
a) Conduct violating point b, clause 3; clause 5; point b, point c, point d clause 6; point a clause 7 of this Article will result in a deduction of 02 points from the driving license;

d) Conduct violating point b, clause 8, clause 10 of this Article will result in a deduction of 10 points from the driving license.
Operators of motorcycles riding in the wrong direction will be fined from VND 4,000,000 to VND 6,000,000 and have 02 points deducted from their driving license.
Exceptions include:
- Driving onto highways, except for vehicles used for highway management and maintenance
- Priority vehicles on emergency duties according to regulations
- Driving on sidewalks, except when crossing them to enter houses or offices
If a motorcycle operator riding in the wrong direction causes a traffic accident, they may be fined from VND 10,000,000 to VND 14,000,000 and have 10 points deducted from their driving license.
