Vietnam: Will a fine of up to 30 million VND be imposed for using state budget to buy lottery tickets?
Clause 2, Article 39 of Decree 98/2013/ND-CP stipulates:
A fine ranging from 20,000,000 VND to 30,000,000 VND shall be imposed for using state capital and assets to buy lottery tickets in Vietnam.
This fine will be imposed on violating individuals (Point a Clause 2 Article 2 of Decree 80/2019/ND-CP).
Thus, a Vietnamese official or public employee using the state budget to buy lottery tickets shall be fined up to VND 30 million.
